The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Our Ideal Candidate:

NRC set the use of data and technology as a strategic priority for 2018.  To meet this objective, all functions of the organization must have fit for purpose information management systems.  This position supervises a small team of multi-hatted business analysts, solution architects, solution administrators and capacity builders who work with staff to understand their information and data needs and work flows and to design and deploy high impact, information management systems and approaches.  These systems include everything from monitoring and evaluation program data to financial and human resource workflows.

We are seeking a motivated professional individual to join our Syria Response Office’s to coordinate the work of this team. The ideal candidate will have a university degree in a relevant field (Information Systems management, business administration, computer science or similar) with 3-5 years of relevant work experience. We are particularly looking for an individual with strong management skills and a curiosity about how to improve systems within established protocols and real world constraints.

Additional useful skills include: experience with research planning and implementation; ability to design purpose and context appropriate data capture tools and surveys; strong data interpretation skills, report writing, and data presentation skills; experience with mobile data capture; experience with PowerBi or similar business intelligence platform; background in computer science or related skills building simple scripts.

Position Description:

In the 2018 to 2020 global strategy, NRC commits to becoming a leader in using data and technology to deliver better.  In order to contribute to this goal and address opportunities and challenges, the Syria Response Office has created the Data and Technology Success Team.  The IM Coordinator will supervise a team using consulting and customer service approaches to deliver high-quality information management solutions to field teams.

 

Responsibilities include but are not limited to the following:

  • Supervise and mentor information management staff in executing support to field offices;
  • Establish and monitor service level targets (response time, etc);
  • Establish and maintain an information management community of practice with information management staff based in field offices;
  • Coordinate quarterly Success Team Report;
  • Establish good practice for mobile data capture form design, form building and remote support;
  • Establish and maintain a library of forms for common project cycle data capture activities;
  • Analyse business processes to identify where information management principles or tools could make processes more relevant and efficient;
  • Participate in development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting the use of evidence in the country mission and/or NRC globally
  • Engage with MERO and HO work on beneficiary databases and serve as SRO focal point for bringing this work to SRO;
  • Support the roll out of the PMIS;
  • Supervise and improve existing procedures for calling beneficiaries;
  • Ensure that analysis of remote engagement is high quality, timely and relevant;
  • Identify, test, implement and scale innovative methods for remote engagement with beneficiaries;
  • Ensure systems for aggregation, analysis and visualization of key SRO level data sets (e.g. program performance, financial, etc) produce quality, timely and relevant insights for managers;
  • Support analysis, reporting and visualization of data capture efforts by field teams;
  • Scale the use of PowerBI for visualization of key data sets;
  • Establish and maintain a ticketing system for support requests;
  • Establish and maintain filing the Success Team filing system, task management system, and knowledge base;
  • Other activities agreed and discussed with the M&E Manager;
  • Liaise with peer organizations and relevant staff in partner agencies to facilitate lessons learned and coordination ;

 

Full proficiency in spoken and written English and Arabic is essential.

Contract period: 12 months with possibility of extension

Duty Station: Amman, Jordan, with up to 5% travel to various locations within the Syria Response Office areas.
