Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate act ion and channels significant financial resources into developing countries to help build low -emission and climate- resilient societies. It is country -driven and undertakes actions which reflect the circumstances of each country concerned and its national a spirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 54 entities to channel its resources and approved 43 funding proposals. In addition, it has bu ilt up an extensive program to support developing countries identify their needs, in particular those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. The Climate Policy Specialist as part of the Fund’s Songdo-based headquarters team will be responsible for assisting the team with a range of operational and analytical tasks necessary for engaging and responding to the Conference of the Parties to the UNFCCC, as well as for liaising effectively with a range of relevant thematic bodies. Duties and responsibilities

• Support the linkage between the Fund and the UNFCCC thematic bodies;

• Lead on the planning and execution of activities design to respond and collaborate with strategic stakeholders, including the UNFCCC thematic bodies, its Secretariat, etc; 
 • Provide policy advisory services and intellectual leadership to support the policy formulation and implementation of crosscutting issues (technology, capacity building, etc) to the operation of the Fund,

including in the implementation of the MOU between the GCF and UNFCCC;

• Prepare strategic policy briefs and position papers: on status of climate change negotiations, forthcoming

events, and strategic issues to inform action by the Fund in international climate processes;

• Coordinate the development of the annual report of the GCF to the Conference of the Parties and liaise with

relevant divisions within the Secretariat on the implementation of the Guidance from the COP to the Fund

and related Board mandates;

• Facilitate efforts within the Fund to enhance the response, awareness and understanding to the Guidance

of the Conference of the Parties and the relationship with the UNFCCC;

• Support across all work of the Office of Governance Affairs on climate policy, including complementarity and

coherence with other Funds, input to operations of the GCF, and analysis and operations of the Board;

• Liaise with international climate processes and relevant thematic bodies, positioning the work of the Fund

in the wider climate international context;

• Represent the Fund in climate finance events, meetings, and relevant fora as required;

• Outreach to a wide diversity of stakeholders and partners of the Fund;

• Prepare analytical documents, talking points, and support materials, as required;

• Monitor, analyse and socialize overall climate
policy trends, particularly on climate finance;

• Track and maintain a calendar of climate finance events, meetings, and relevant fora; and 


• Other activities as required and instructed by the Head of the Office of Governance Affairs and the

International Climate Policy Specialist. 


Expected experience and qualifications*

• Master’s degree in economic, environmental studies, international relations, environmental policy,

economics, finance, sustainable development, climate policy or related fields;

• Advanced Knowledge of and experience with the UNFCCC and other international climate related processes;

• Demonstrated ability for complex problem solving and critical thinking on matters related to governance

and coordination with others;

• Advanced university degree in international relations, environmental policy, economics, finance, sustainable

development, climate policy or related fields; 


• At least 9 years of relevant work experience, including involvement in international climate negotiations

and/or climate finance processes; 


• Ability to read and communicate (written and spoken) fluently in English; the ability to read and

communicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable;

• Ability to work under pressure, under strict timelines, demonstrating complex problem solving with

independent judgment and decision-making, for the delivery of task s related to the post with high quality

and timeliness; 



• Suitability to undertake the responsibilities mentioned above at the required level, with the following:

(a) Proven application of expertise; 


(b) Able to act as a team leader when required, with supervision from the team head;

(c) A team-player with a proactive and can-do attitude; 


• Experience of establishing strong working relationships with colleagues from different functions and

cultures; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of

another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The

above criteria should be seen as indicators of the qualifications, experience and skills that would quali fy candidates

for consideration. Other combinations of academic qualifications and years of experience may be considered .
