This position represents an exciting opportunity to lead the design and implementation of key advocacy initiatives in the Asia-Pacific, as part of CARE’s 2020 Program Strategy which has a strong focus on multiplying impact through advocacy. In Asia, CARE is prioritizing regional impact in three areas: dignified work in the garment sector, gender-based violence and humanitarian response. CARE is looking for a Regional Advocacy Advisor to develop and oversee a regional advocacy strategy to support these three priorities by building country offices’ advocacy capacities; coordinating with partners and social movements to achieve CARE’s impact goals; managing progress towards key advocacy milestones across different team members; and acting as a champion for advocacy efforts in the region. The role will also input into other areas of these advocacy strategies as relevant (i.e. monitoring and evaluation, project design, etc.). The ideal candidate will be a strategic thinker with a strong understanding of how to develop and implement long-term advocacy strategies in the development and/or humanitarian sector, with particular focus on the rights of women and girls. This includes defining policy asks, designing campaigns, creating audience-specific messaging and preparing influencing strategies for key stakeholders. In addition to project managing advocacy initiatives, a key component of this role will be supporting Country Offices to increase the efficacy of their advocacy efforts through stakeholder mapping, development of national advocacy plans and translating global advocacy materials to local contexts. The candidate will also represent CARE in key internal and external fora. This role works at a regional level as part of a networked leadership team but will not have direct line management responsibility; the candidate will work closely with multiple CARE offices in Asia-Pacific and elsewhere, and should be comfortable working across different geographic regions as part of a networked organization. The position will be located in one of CARE offices in the Asia-Pacific region.

Primary Responsibilities:

  • To lead the design, development, implementation and monitoring of regional advocacy strategies in coordination with the regional team and country office program leads. This includes participation in relevant impact growth strategy leadership teams; stakeholder, relationship and policy mapping; generating and supporting COs to develop, implement and monitor advocacy plans; providing both direct support and capacity building to country offices; and identifying, design and delivery of research/knowledge products.
  • To provide capacity building on advocacy both for the CARE country office teams and partner organizations, through coaching/training, creating linkages with existing networks and fora and ongoing guidance in alignment with the regional and national advocacy strategies
  • To establish relationships and coordinate, together with the regional and initiatives teams, with civil society actors, interagency forums, intergovernmental spaces, academia, social movements and organizations, to form regional and national advocacy platforms and alliances
  • To contribute to the development and usage of regional advocacy monitoring and evaluation systems, including: reporting about the initiatives being carried out under the strategy; helping to capture measurements of advocacy outcomes; creating an evidence base of activities at country office and regional level; and using evaluation results to adapt strategies and activities for greater impact
  • To identify evidence and potential opportunities for resource mobilization to implement advocacy strategies, including designing proposals and concept notes in collaboration with the country offices, regional office and social organizations

Primary Skills:

  • Masters (or Bachelors degree with relevant work experience) in a field related to international development
  • At least 5 years international development experience with a focus on strategic advocacy initiatives
  • 5-7 years of relevant international experience, with a proven track record in the design and delivery of successful advocacy strategies
  • Demonstrated experience forging either multi-stakeholder or multi-country advocacy partnerships to drive changes in policy, practice or behavior
  • Demonstrated experience in taking a leadership role to provide capacity-building and coaching support on advocacy-related initiatives
