OBJECTIVES OF THE PROGRAMME

 

Cardiovascular disease is the world's biggest killer. In China alone, hypertension affects an estimated 240M people and it is the cause of death for 1.8 million people every year. High salt consumption contributes to high blood pressure and increases the risk of heart disease and stroke. The average salt intake in China is about twice as much as the WHO recommended 5g per day. Fifty per cent (50%) of cardiovascular deaths could be averted through hypertension control. Reducing salt intake has been identified as one of the most cost-effective measures countries can take to improve population health. WHO will align efforts with the health reform and China's targets to reduce CVD-related mortality by 10%, place 100M people under proper control for hypertension by 2020 and reduce salt intake by 30% by 2025. Through the Global Hearts Initiative, WHO is supporting governments around the world to scale-up efforts on CVD prevention and control through three technical packages\: MPOWER for tobacco control, SHAKE for salt reduction and HEARTS for the strengthening of CVD management in primary health care. Support to achieve the national targets for NCD will be achieved by learning from the implementation of the WHO Package of Essential Non-communicable disease (i.e. essential NCD interventions for primary health care and other country best practices), through the scaled up implementation of a series of tools that are simple, effective and affordable and by focusing on strengthening primary health care for prevention, early detection and treatment of cardiovascular diseases.  The programme will implement the WHO HEARTS and SHAKE technical packages for a comprehensive approach to cardiovascular diseases control and salt reduction respectively and a new global initiative-RESOLVE to Save Lives-that will give renewed impetus to these efforts.

 

 

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, Disease and Control, and guidance of the Head of WHO Country Office, China (HWO), the incumbent will perform the following functions\:

 

1) Provide and coordinate technical support to the adaptation and implementation of the WHO HEARTS and SHAKE packages with a focus on hypertension control and salt reduction;

2) Develop/adapt evidence-based strategies, guidelines and toolkits to assist the Government of China in the planning, implementation and evaluation of programmes for the detection and management of hypertension and salt reduction using an integrated and public health approach;

3) Develop, expand and sustain country partnerships on hypertension, salt reduction and cardiovascular diseases (e.g. China Center for Disease Control (China CDC), US CDC, medical societies, etc.);

4) Support the development of in-country communication strategy for hypertension and salt reduction;

5) Work closely with other stakeholders to ensure that hypertension management and salt reduction activities are well integrated as part of a comprehensive response to cardiovascular diseases;

6) Prepare reports and other materials for reporting to the donor in collaboration with relevant staff within WHO; and

7) Perform other duties as assigned.

 

 

REQUIRED QUALIFICATIONS

Education

Essential\: First university degree in medicine from a recognized university.
Desirable\: Postgraduate degree in public health, noncommunicable diseases and prevention, epidemiology or other health-related field. Exposure to international research and advanced training in disease control programme management such as cardiovascular diseases would be an advantage.

 

 

Experience

Essential\: Minimum five years of experience in developing, supporting, or managing cardiovascular diseases programmes or programme and policy development.
Desirable\: Experience in planning and delivering integrated health services at primary health care at national level. Working experience in international agencies.

  

Skills
Knowledge in programme planning, project management, implementation, monitoring and evaluation of noncommunicable diseases. Proven record of analytical skills. Ability to draft policy analysis and prepare documentation and reports in a concise and accurate manner. Ability to work under short deadlines. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct. Ability to work with a broad range of stakeholders and leverage common interests. Computer skills in data analysis and the MS Office package (word processing, spreadsheet and presentation software).

REMUNERATION

Remuneration comprises an annual base salary starting at CNY 602,648 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
