Organizational Setting

The Division of Nuclear Fuel Cycle and Waste Technology comprises the Nuclear Fuel Cycle and Materials Section, Waste Technology Section and the Research Reactor Section. The Division is responsible for the implementation of activities under a matrix structure of programmes on the nuclear fuel cycle and materials technologies, on the management of radioactive waste and on research reactors sustainable operation.The Research Reactor Section (RRS) works with Member States at every step of the research reactor) fuel cycle or infrastructure development programme\: from the initial decision to build a research reacot, to ensuring safe and effective utilization, through a lifetime of operation and maintenance to final decommissioning and disposal of spent nuclear fuel. The Section works with Member States individually, regionally, and in international coalitions to carry out its activities. Staff support related projects organized through the IAEA's Department of Technical Cooperation and work closely with staff from the Department of Nuclear Sciences and Applications and the Department of Nuclear Safety. The Section's projects and activities are implemented in close partnership with the Reduced Enrichment for Research and Test Reactors Programme, the International Group on Research Reactors, the European Nuclear Society, and the Organisation for Economic Co-operation and Development's Nuclear Energy Agency, as well as with other international programmes and organizations.


Main Purpose

As a member of a team led by the Section Head, the Technical Lead (Research Reactor Infrastructure Development) manages project activities devoted to assisting IAEA Member States in planning and building new RRs and in assessing and developing their national infrastructure needed to support such projects. He also manages project activities related to promote and facilitate access to research reactors for nuclear capacity building. The Technical Lead (Research Reactor Infrastructure Development) is also expected to support, as needed and appropriate, activities related to RR operation, utilization, and fuel cycle. The Senior Expert also coordinates development and formulation of RR-related technical reports including guidance and best practice documents.


Role

The Technical Lead (Research Reactor Infrastructure Development) is\: (1) a substantive expert, managing complex projects and relationships with other agencies, and a coordinator of project activities with other professionals in the Section and Division, ensuring that projects are developed and implemented in the most efficient and effective manner in line with quality management standards and the results-based approach; (2) a technical officer responsible for providing technical support to the IAEA's technical cooperation programme on specific aspects of RRs; (3) an adviser to the Director, the Section Head, other senior staff, and Member States' representatives on project-related, scientific and technical issues relating to specific aspects of RRs; and (4) a facilitator of cooperation with other organizations and with other Divisions/Departments in the IAEA dealing with similar areas of work.


Functions / Key Results Expected

• Arrange and conduct consultants' meetings, technical meetings, conferences, symposia, seminars and other scientific meetings in the field of planning and building new RRs, including development of the national infrastructure to support new RRs projects, and nuclear capacity building through access to RRs.
• Prepare technical documents and reports in the field of planning and building new RRs, including development of the national infrastructure to support new RRs projects, and nuclear capacity building through access to RRs.
• Provide technical assistance to Member States through relevant IAEA’s Technical Cooperation projects related to planning and building new RRs, including development of the national infrastructure to support new RRs projects, and nuclear capacity building through access to RR.
• Liaise and interact with Permanent Missions, organizations in Member States and NGOs on planning, funding, and implementation of operational projects related to planning and building new RRs, including development of the national infrastructure to support new RRs projects, and nuclear capacity building through access to RR.
• Collaborate with members of the Section, Division, other Divisions, international organizations and Member States in areas of mutual interest.

Qualifications, Experience and Language skills

• Master's Degree - Advanced University degree in Nuclear Engineering, Nuclear Physics or a nuclear related technical degree.

• At least 10 years' working experience in the subject area, including 5 years at international level, particularly in new RR projects, RR supporting infrastructure assessment and development.
• Working experience in the following areas is an asset\: RR utilization and strategic planning, RR operation and maintenance, RR modernization and refurbishment, RR fuel technology.

• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 41317, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
