An international NGO is looking for a Human Resources Officer (HR Officer). Under direct supervision of Head of Project Management, the primary responsibility of the HR Officer will be to direct and coordinate human resources activities, including recruitment, consultancy contracts, deployment, compensation fees and services. The HR Officer will be the focal point for overall human resources management and respective planning, including personnel administration and data base management.

The selected candidate will be contracted on a consultancy basis and must be articulated, discrete, quick thinking and able to tackle problems with minimal supervision. The offer is ideal for people’s persons who want to participate and showcase their skills in a fast-paced, operationally focused NGO environment, simultaneously developing their technical skills as well as their professional portfolio.

Main tasks will be:

· Ensure that organisational HR policies are consistently maintained and followed

· Lead recruitment processes and respective contracts for consultancy services

· Manage and update personal files, HR database, contract history and other relevant spread sheets

· Ensure the efficient monitoring and review of consultancy contracts and timely recruitment to cover absence and vacancies, utilizing established adevertising procedures

· Establish induction training for all new consultants and assess training needs, in coordenation with relevant collegues

· Maintain HR key figure spreadsheets, statistics and CV archive

· Support local and international consultants in HR relevant procedures

· Support monthly compensation fees’ activities in collaboration with Finance and Budget Cell

· Ensure the production of reports concerning HR issues and recommend changes to personnel deployments, policies and guidelines as necessary

· Update and inform management about changes, trends and challenges relevant to HR function in the organization

· Support the development and implementation of policies in accordance with local framework

· Maintain relationships with relevant local partners, stakeholders and authorities

The candidate we are looking for brings:

· A university degree in a field relevant to Human Resources

· Minimum 4 years of professional experience in HR positions, including employment and consultancy contract drafting, recruitment and HR administration (database, personal files etc.)

· Ability to work as a team player as wel as independently with little supervision

· Previous NGO and international HR experience

· Fluent in spoken and written English language skills; additional languages like Portuguese, Arabic or German very welcome

· Excellent written and verbal communication, negotiation and influencing skills

· A communicative but discrete personality that is able to face every day HR challenges in a calm, stress-resistent and positive manner

· A quick-thinking, supportive character that enjoys working with all kind of teams and with colleagues from all levels

· Excellent knowledge of Microsoft Office Products and data base management

· A valid working permit for Schengen/ EU countries
