Overview

We are seeking a D.C.-based Senior Director, Inclusive Market Systems (IMS). The Senior Director, IMS provides oversight and technical support to assigned projects in the Inclusive Market Systems group as a Project Manager. This person is the main responsible authority for assigned projects at ACDI/VOCA HQ. They will supervise Chiefs of Party (COP) and project directors on assigned projects, and support the IMS group leader in guiding ACDI/VOCA’s product and business development related to inclusive market systems, agribusiness systems, market facilitation, and the supporting policy environment. This person will also liaise with other departments and provide technical guidance to projects and proposals. The Senior Director, IMS will work with the IMS group leader to coordinate resource use, ensure high-quality management of programmatic endeavors, sustain strong working relations with existing and potential clients, and generate new business opportunities.

Responsibilities

Primary activities include but are not limited to: manage technical or operational elements of sensitive or complex field projects; identify potential and emerging programmatic and financial issues; facilitate collaboration among program staff, internal departments, and external organizations to find solutions for programmatic and financial issues while meeting donor requirements and following appropriate regulations; identify and assist in procedural changes that improve project support; review and comment on progress and technical reports and other programming/project documents submitted by ACDI/VOCA project offices, overseas advisers, and donor and partner organizations; communicate regularly with Chiefs of Party and project directors; manage partner relationships and provide programmatic guidance to partners; contribute to identification and selection of personnel for field or headquarter positions; lead project start-ups and transitions; appropriately elevate significant project issues and identify possible solutions; market ACDI/VOCA corporate capabilities and contracting mechanisms with all existing and potential donors; independently lead assigned proposal efforts as proposal manager; and serve as lead technical writer on proposals, or provide extensive technical content.

In addition, this position will be responsible for completing proposal activities such as: (a) creating budgets, (b) identifying and negotiating with personnel, (c) collaborating with partner organizations, (d) collecting field research, (e) designing implementation schedules, (f) establishing monitoring systems, (g) integrating all available information. This person will independently identify and qualify new business opportunities in collaboration with group leadership and other project managers to achieve new business goals. They will also be responsible for independently delivering specific technical assistance as STTA to projects or IQC Task Orders. They will mentor project coordinators and associate project managers in the delivery of technical assistance. They will identify project tools that can be incorporated into the larger practice area and collaborate with the Technical Learning and Application division in establishing core technical materials, information resources, and trainings. This person will supervise Chiefs of Party (COP) and Associate Directors on assigned projects.

Qualifications

Minimum Qualifications include a Master’s degree in international development, or related field. Minimum of ten years’ experience, including overseas work, in international development or related field. Demonstrated management skills with a minimum of three years’ experience supervising employees. Familiarity with quantitative and qualitative research methods and program monitoring and evaluation systems. Strong interpersonal and team skills, with ability to work with individuals from diverse backgrounds and cultures. Highly effective oral communication skills in English. Fluency in French is required. Ability and willingness to travel to underdeveloped countries.
