Deputy Chief of Party/Livelihoods Project Manager Syria

About the role: This is a 36 month, new role with unaccompanied terms based in North East Syria with a salary of Grade 4 € 35,981 - €39,979.

You will report to the Livelihoods Coordinator/Chief of Party and will line manage all project staff and work closely with Program Director, Country Finance Controller and Systems Director.

We would like you to start in June 2018 (dependent on funding approval).

Your purpose:

Concern Worldwide seeks a Deputy Chief of Party for an anticipated program ‘Restoring Livelihoods through Agriculture Revitalization (RLAR)” in Northern Syria. The aim is to enhance resiliency at the household and community level in Syria through reinforcement of agro-ecological systems and improvement of sustainable access to key agriculture inputs and services. In pursuit of this aim, the program is designed to strengthen market access and functionality; strengthen agricultural and livestock production; strengthen livelihood opportunities and value chains critical to food security; improve water management, irrigation and land use techniques; and learning and data collection in Northern Syria. The Deputy Chief of Party will be responsible for the overall vision and leadership of the program, and is accountable for delivering results. The successful candidate should possess substantial experience managing complex, multi-year USAID or other international donor-funded programs. The position is subject to program award and funding.

You will be responsible for:

Project Management (80%)

Support the Chief Of Party (COP) in the overall management of the project.

  • Facilitate the achievement of project objectives and targets with management and technical support.

  • Review project deliverables for completeness, accuracy, and continuous quality improvement and meeting the targets.

  • Participate in the development of the project strategic and operational plans, and oversee the development and successful implementation of annual work plans.

  • Visit field offices and project sites to oversee implementation and provide direction and training to program staff.

  • Ensure staff comply with the Program Participants Protection Policy (P4) and Code of Conduct (CoC) and Accountability Approaches.

    Project Communication and Representation (20%)

  • Together with the COP ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.

  • Develop program and financial management systems, policies, procedures and tools to design, implement, monitor, and improve program operations, and document/disseminate best practices and lessons learnt. Supervise performance of sub-contractors, sub-grantees, and project team.

  • Build strong collaborative relationships with all project partners.

  • Coordinate activities internally with other Concern Worldwide programs in Syria, and with other donors.

  • Work with the COP to develop and nurture positive coordination and collaboration with the partner organizations.

  • Leverage support and synergy from other program sectors of Concern Worldwide’s work in Syria for the project’s work in collaboration with the COP.

  • Meet regularly with the donor to share progress, accomplishments, and challenges in partnership with the COP. Liaise regularly with the donor on the current and future strategic direction, and act on behalf of COP when delegated this authority.

  • Ensure financial and grants management compliance with Concern Worldwide and donor rules and regulations.

  • Perform other duties as assigned.

Your skills and experience will include:

Essential: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • A Bachelors or Master’s degree (equivalent) or higher in agriculture, international development, or another relevant field.

  • Demonstrated technical leadership in multi-sectoral agriculture programming.

  • At least 8 years similar experience managing conflict-sensitive projects of similar size and scope as Supporting Livelihoods in Syria activity in Syria, in developing countries and preferably in the Middle East.

  • Substantial experience managing complex, multi-year donor-funded programs.

  • Solid background and knowledge of USAID Rules and Regulations.

  • Availability for USAID vetting procedures immediately.

  • Demonstrated experience in program administration, financial oversight, award contractual compliance, and sub-award management.

  • Demonstrated ability to lead and manage a diverse team on projects of similar scale (financially, culturally, staff size and activities).

  • Knowledge of Core Humanitarian Standards, Sphere, LEGS and other international humanitarian guidelines and protocols.

  • Ability to work in insecure and diverse environments.

  • Dynamic and willing to take initiatives to complete assigned task, and work independently.

  • Strong leadership skills and ability to manage change effectively.

  • Excellent communication and presentation skills.

  • Delegation, time management and prioritizing skills and coping with broad range of demands.

  • Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint, Strong organizational and communication skills.

  • High level of critical thinking and proven high quality analytical skills and problem solving abilities.

  • Empathy with Concern’s Vision, Mission, Goals and Objectives.

We would also like:

  • Ability to speak, read and write Arabic is an asset.

  • Previous work experience in response to the Syrian crisis.

  • Previous experience with USAID funded projects.

  • Previous experience with managing sub-contractors.

  • Previous experience in data analysis and report writing.

  • Prior successful experience as a Deputy Chief of Party.
