OBJECTIVE OF THE OFFICE/DEPARTMENT
This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
 
The Revolving Fund Special Program for Vaccine Procurement (RFV) is a component of the Pan American Health Organization (PAHO)’s technical cooperation with its Member States and a key contributor to the success in eliminating vaccine preventable diseases. It provides leadership, direction, support and assistance to Member States for the continuous supply of quality vaccines and related supplies and promotes rapid introduction of new life-saving vaccines. It also provides strategic direction on vaccine procurement to Executive Management, PAHO/WHO Representatives (PWRs) and Department Directors, and develops strategies and leads negotiations with suppliers to ensure best pricing for countries. 
 
DESCRIPTION OF DUTIES
Under the general supervision of the Chief, Revolving Fund for Vaccine Procurement (RFV) and the direct supervision of the  Advisor, Revolving Fund for Vaccine Procurement (RFV), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
  1. Provide technical support and contribute to the development of plans of action to improve and manage the PAHO Revolving  Fund for Vaccine Procurement (RFV);
  2. Coordinate and manage the daily operations of the  Revolving Fund for Vaccine Procurement to ensure  efficient uninterrupted supply of vaccines and related supplies to Member States for the implementation of national  immunization programs;
  3. Review and approve funded procurement requisitions in the PASB Management Information System (PMIS); monitor vaccine supplies to Member States against annual arrangements with suppliers; monitor capitalization levels of the PAHO Revolving Fund for Vaccine Procurement against payment histories by Member States in order to meet vaccine and syringe requirements on a timely basis;
  4. Assess PAHO Revolving Fund for Vaccine Procurement operations to improve efficiencies; implement changes in coordination with Country Offices and headquarters’ administrative units, including improvements to RFV’s information systems;
  5. Provide technical support for all supply management activities, cold chain initiatives, regional training workshops and periodic technical updates on new technologies and tools for country level implementation;
  6. Coordinate and manage agreements with donors such as UNICEF, GAVI Alliance, the World Bank and others in relation to the supply of vaccines and related products; participate in global immunization meetings to increase access to health commodities, primarily vaccines, syringes and cold chain equipment;
  7. Communicate and collaborate with relevant  Organizational departments in order to ensure operational efficiencies with respect to\:
    • Processes for the purchase and shipment of vaccines, syringes, and other supplies on behalf of Member Countries;
    • Credit line balancing demand and supply resources;
    • Quality-related issues for vaccines and syringes;
    • Review of  agreements related to the PAHO Revolving Fund for Vaccine Procurement;
  8. Develop a regional data base for the PAHO Revolving Fund for Vaccine Procurement and produce reports to facilitate management and operations;
  9. Provide data and materials for the Web-Page of the PAHO Revolving Fund for Vaccine Procurement;
  10. Present periodic updates of rolling forecasts for suppliers and countries;
  11. Monitor and ensure that target dates and deadlines are met and that correspondence and queries are responded to in a timely manner;  ensure that reports and documents are in line with PAHO standards, rules, practices and procedures;
  12. Supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  13. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
 
Education\:
Essential\:   A bachelor’s degree in business administration, industrial engineering, logistics, finance or related field from a recognized university.

Experience\:
Essential\:   Seven years of combined national and international experience in logistics management with emphasis on vaccine management, international procurement, finance and supply chain management.

Languages\:
Very good knowledge of English and Spanish with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook.  Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
 
REMUNERATION
Annual Salary\: (Net of taxes)
US $59,151.00
 
Post Adjustment\: 44.3% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
