Background:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. Born in 1961, WFP pursues a vision of the world in which every man, woman and child has access at all times to the food needed for an active and healthy life. On average, WFP reaches more than 80 million people with food assistance in 75 countries each year. About 11,500 people work for the organization, most of them in remote areas, directly serving the hungry poor. WFP work towards that vision with our sister UN agencies in Rome -- the Food and Agriculture Organization (FAO) and the International Fund for Agricultural Development (IFAD) -- as well as other government, UN and NGO partners.

In New York, WFP advances its mandate through strategic engagement with key stakeholders in the multilateral, inter alia, permanent missions, the Secretariat, the Security Council, the Economic and Social Council, the UN funds and programmes based in New York, private sector entities, civil society organizations, media and news outlets, and academia, among others. The Special Assistant position is located in the New York Office and reports to the Director.

Summary of Key Functions:

The External Partnerships Consultant, based in the New York Office of the UN System, African Union and Multilateral Engagement Division will provide timely and analytical information and coherent policy advice. The successful candidate will have a proven ability to work independently and act under pressure and with discretion in a sensitive and challenging environment. The position requires excellent organization and communication skills.

Under the supervision of a Senior External Relations Officer, and within the relevant delegated authority, the Consultant will be responsible for the following duties:

Operational Coverage

  • Ensure operational and programmatic support is provided to focus countries and regions, including East, Central and Southern Africa, and as alternate for the Middle East and North Africa

o As focal point for assigned countries, coordinate efforts and input to ensure that WFP’s work, achievements and challenges in the field are advocated for with UN counterparts, headquartered in New York;

o Represent WFP at working-level NY meetings, and prepare Director and Executive level participation as necessary

o Ensure that relevant information related to Humanitarian Access, Food and Nutrition Security, and operational achievements are included in reports by the Secretary General to the Security Council and/or the General Assembly, Strategic Assessment Missions, and of resolutions by the GA/Third Committee

o Coordinate with partner UN agencies to develop common positions for engagement with UN Secretariat bodies;

o Act as alternate for ensuring daily coverage of priority UN meetings

UN Reform and Inter-Agency Affairs Support

  • In Support of the Advisor on UN Reform and Director of UN System, African Union and Multilateral Engagement, monitor meetings associated with UN Reform.

o Research and provide inputs on issues required for intra-WFP and interagency meetings,

  • Monitor and recommend priority issues at Executive Board Discussions of other UN agencies,

  • In support of Directors, prepare briefings as necessary.

ECOSOC Support

  • Support in the maintenance of an overview of the ECOSOC Programme of Work

o Provide recommendations to the ECOSOC Focal Points for monitoring or potential engagement;

o Monitor negotiations and resolutions on items relating to the QCPR and UN Reform more broadly (including Resident Coordinator issues)

o Act as alternate for ensuring daily coverage of priority UN meetings

Impact of Results:

The key results have an impact on the information, analysis and recommendations provided to WFP operations, as well as policy engagement. In particular, the key results will support the enhancement of WFP’s overall positioning within the UN Headquarters context.

Qualifications:

Education

· Advanced University degree in Political Science, International Development, International relations or related fields.

Experience

· Prior experience with WFP and/or the UN system, or humanitarian/development field experience are desirable. Demonstrated knowledge of the UN system required.

Language Requirements

· Strong written and spoken English skills.

· Knowledge of another UN official language is an advantage.
