Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified Procurement Team leader to ensure rapid procurement of all program supplies, services and equipment, whilst ensuring best practice and maintaining audit-compliant records.

About the job

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. DRC have been operational within the Rohingya response in Cox’s Bazar since November 2017, and are scaling up operations in 2018 to meet the emergency and longer-term needs of refugees and host communities. DRC currently work in the sectors of protection, site management (CCCM) and shelter, with activities planned in WASH and longer-term support to host communities.

DRC is looking for a Procurement team leader to work with procurement team in Cox Bazar operation focusing on the following roles and responsibilities:

Specific Procurement Responsibilities

  • Focal point for all new PRs
  • Ensure PRTT is updated as a live tracking tool.
  • Manage the officers and assistant on a day to day basis
  • Work with and support the Dhaka based procurement officer.
  • Implement and maintain a local procurement system adapted by the DRC Logistics Department and based on fundamental procedures from DRC global supply chain policies.
  • Establish a reasonable and appropriate lead-time for ordering and delivery of goods, ensuring this lead-time is followed up and achieved.
  • Monitor and supervise the local procurement ensuring accountable and efficient procurement service provision to program and support departments.
  • Ensure that all procurement is conducted in a fair and transparent manner, is fully documented and is in full compliance with IRC policies and any relevant donor policies
  • Implement and / or maintain standard DRC procurement policies and procedures and ensure that procurement is carried out in accordance to DRC and donor-specific polices
  • Lead and attend procurement committee meetings.
  • Act upon any delays in procurement or abnormalities observed through Purchase Request Tracking Sheet (PRTT);
  • Coordinate with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensure that a transparent and responsive procurement process is implemented and maintained; generating bids analysis and Purchase Orders and Payment requests.
  • Routinely communicate, coordinate and plan with the relevant requesting staff / programs regarding the order and delivery of supplies.
  • Establish and maintain ethical and professional working relationships with suppliers.
  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.

    Compliance:

  • Promptly inform the Logistics Manager of any areas of concern of potential or suspected violations of policies and procedures. Ensure there is no negative audit observations/findings related to Procurement. If required corrective actions plans are developed & implemented to address audit findings.

Reports

  • Update and / or maintain an DRC Pre-Qualified Vendor database
  • Generate and / or maintain comprehensive price list for goods, services and equipment purchased by DRC
  • Produce routine purchase status reports for Logistics Manager Programs and Finance
  • Provide recommendations to the Logistics Manager for procedural or policy changes to enhance procurement effectiveness, internal controls or cost efficiencies.

The responsibilities listed above are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

About you

To be successful in this role we expect the following:

Essential:

  • Minimum graduate, degree in logistics and supply chain with relevant professional certification is preferred
  • 2-4 years’ experience in logistics, including procurement, supply chain, fleet management & inventory.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
  • Knowledge & experience of dealing with service providers and contractors’ management.
  • Good mathematical skills
  • Computer skills in MS Word & Excel.
  • Strong sense of personal integrity.
  • Attention to detail.
  • Ability to multi-task.
  • Team spirit and problem-solving abilities

Desirable:

  • Knowledge of generic procurement procedures and practices
  • Experience from working in an (I)NGO

We offer

Contract length: We offer 6 months contract with extension dependent on performance and funding

Start date: As soon as possible

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staffs
