Organizational Context


UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDOs mandate in SDG-9, calls for the need to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. Accordingly, the Organizations programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c) standard-setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation services on technological and economic issues in areas covered by UNIDO's mandate in developing countries and countries with economies in transition.

The position is located under the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH), an integral part of the Department of Agri-Business Development (PTC/AGR).

The Department of Agri-Business Development (PTC/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity. PTC/AGR drives the Organizations mandate of creating shared prosperity. To this end, it supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. Based on its experience in post-crisis and human security programmes and projects, the Department responds to complex emergencies through activities that contribute to socio-economic security both at national and local level such as restoring and upgrading local productive capacities; building and strengthening institutions; and honing the resilience of the most vulnerable, including youth and women. The Department cooperates closely with other organizational units of UNIDO, and in particular with the Department of Trade, Investment and Innovation in the provision of its services.

The Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) provides technical cooperation services to improve livelihoods in rural communities through productive activities. The focus is on business activities among socially and economically marginalized people, including in particular women and youth, in the farm and non-farm sectors including the creative industries. Both entrepreneurial and technical human capacities are strengthened and matched with opportunities to produce new and improved marketable products. Knowledge and technology introduced in the rural communities match the absorptive and innovative capabilities of the poor and vulnerable segments of the rural society. The Division fosters the development of an entrepreneurship culture from the grass-root level. It supports local and national institutions set up to provide rural communities with technical and entrepreneurial capacities and contributes to the incubation and development of self-reliant economic activities in rural areas. It strives to integrate vulnerable people in rural areas in local and global value chains. Finally, the Division contributes to human security in countries affected by man-made and natural disasters by helping restore livelihoods and build resilience amongst vulnerable communities. In doing so, it helps stabilize
populations and curb rural-to-urban as well as cross-border migrations.


Project context (ID 120357)
In its efforts to support the development of the private sector and regional development in Tunisia the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) has developed a project, financed by the U.S. Agency for International Development (USAID), the Government of Italy and HP Inc./HP Foundation entitled: Facilitating youth employment through entrepreneurship and enterprise development in fourteen disadvantaged governorates in Tunisia: Beja, Gafsa, Gabs, Jendouba, Kairouan, Kasserine, Kef, Kbili, Medenine, Sidi Bouzid, Siliana, Tataouine, Tozeur, Zaghouan.

The project will create job opportunities for young people in fourteen disadvantaged regions of Tunisia by fostering directly and indirectly the creation of new, and growth of existing enterprises. The project aims at two main outcomes: one focusing on the quality of services provided to mainly young entrepreneurs by local institutions and the second focusing on direct support to existing or potential projects with high employment potential in the selected regions. The first component will enhance the knowledge and delivery capacity of local business support and training institutions relating to critical areas around entrepreneurship. The second component will provide direct technical assistance to enterprises.

Project phase I resulted in the creation of more than 1,400 jobs in Tunisias disadvantaged governorates. Project phase II that was officially launched in January 2017 aims to create more than 6,000 jobs for young people in fourteen governorates in Tunisia by 2021.

The initiative focuses on the direct support to aspiring and established entrepreneurs through training courses, business coaching and technical assistance. It also helps enhance the knowledge of local business support institutions and higher educational institutions.

The project combines UNIDOs on the ground experience supporting beneficiaries in the creation and growth of small businesses, its working relationships with Tunisian partner organizations and leverages the HP Foundations Learning Initiative for Entrepreneurs (HP LIFE) programme, which provides free online training in business and IT tools.

Duty station: Tunis, Tunisia.
Missions to 14 Governorates targeted by the project and UNIDO Headquarters (UNIDO), as required, will be authorized separately.

Main Functions


The Chief Technical Advisor (CTA) will work under the overall coordination and direct supervision of the UNIDO Project Manager (PM), UNIDO Headquarters (HQ), Vienna, and in close liaison with the UNIDO representation in Tunisia. The CTA will be responsible for coordinating the successful technical delivery of the project and will be assisted by other national and international experts. The CTA is specifically expected to:

A. Programme coordination:
1. Manage and supervise the operations and activities of the project at national and regional level;
2. Prepare action plans (monthly, quarterly and annually) at the national/regional level and follow-up on their implementation;
3. Ensure the consistency and complementarity of the project components that include business coaching, technical assistance and entrepreneurship training;
4. Draft the terms of reference for national project experts and contribute to their identification and recruitment process;
5. Supervise the project experts recruited and monitor their delivery (qualitative/quantitative) and their reporting;
6. Monitor the local performance and progress of the project through regular missions to the targeted governorates;
7. Provide day-to-day operational and results-based management of the project including project planning, implementation, monitoring and evaluation, defining resource requirements, review/oversight of projects implementation;
8. Supervise the elaboration of requests/tenders for procurement, HR and logistics, ensuring UNIDO financial procedures are implemented in the field;
9. Prepare relevant documentation for the National Steering Committee meeting (project information, reports on progress and results, presentations, work-plan etc.), organize and facilitate the National Steering Committee (NSC) meeting on an annual basis, keep the NSC minutes and be responsible for follow-up actions;
10. Provide inputs for Monitoring and Evaluation (M&E) including start-up and job creation data in close coordination with regional and technical experts, facilitate the internal and external reviews/monitoring missions and provide inputs for quarterly, annual, mid-term and final M&E missions of the project;
11. Contribute to the regular and annual reports for the programme according to donor specifications and UNIDO requirements.

B. Technical Advice:
12. Provide technical support to regional and technical experts in appropriate domains of competence, mainly in entrepreneurship/enterprise creation, SME creation/ development and technical cooperation;
13. Contribute actively in the identification, assessment and selection of aspiring and existing entrepreneurs to be considered for project assistance based on employment/ growth potential;
14. Hold regular technical/project update meetings with national project experts for technical support and guidance;
15. Collaborate in the implementation of the project communication strategy and youth communication component, in close cooperation with the communication experts, the PM and donors;
16. Develop linkages, at a technical level, with on-going initiatives and programs in the field of entrepreneurship, SME creation and development and access to finance;
17. Provide assistance to existing enterprises in identifying adequate funding schemes including cooperation with banks and UNIDOs Investment and Technology Promotion Offices (ITPO) networks.

C. External relations:
18. Present the project to national partners (involved Ministries, business support institutions, banks etc.) and donors;
19. Present and promote the project to potential donors in close coordination and consultation with the PM and UNIDO representation in Tunisia;
20. Present the project at national and regional events and workshops;
21. Plan project communication and visibility activities in cooperation with the project communication team;
22. Provide project inputs to requests from UNIDO representation in Tunisia and HQs;
23. Coordinate project activities with donors and national project partners; participate in meetings with donors and project partners to keep them updated on project progress, in close coordination with UNIDO representation in Tunisia and PM.

Field of Expertise

Minimum ten (10) years practical experience in the field of SME, entrepreneurship and enterprise creation/development including experience at the international level involving technical cooperation in developing countries;
Familiarity with project management and monitoring;
Exposure to the needs, conditions and problems in developing countries;
Knowledge of economic and social development of Tunisia and its governorates an asset;
Good communication and interpersonal skills;
