1.      Organizational Context

 

 

a.    Organizational Setting

 

The post is located in the Madrid Operations Section, Madrid Operations Division of the Madrid Registry, Brands and Designs Sector. The Operations Division is responsible for receiving, processing and translating international trademark applications and associated requests for the inscription of modifications in the international trademark register, and for publishing and notifying data concerning those processes to the Offices of the Madrid Union, to applicants and holders of international registrations.

 

 

b.    Purpose Statement

 

As Head of the Madrid Operations Section, the incumbent is required to organize and manage the Section’s activities relating to the administration and smooth functioning of Madrid Operations, ensuring high standards of quality, quantity and timeliness for the service delivery of international trademark applications and all related requests.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director, Madrid Operations Division.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Lead, plan and control the Section’s work, determining priorities and allocating resources for the completion and timely and quality delivery of work products in accordance with results-based management principles as well as key performance indicators.

 

b.   Manage the staff of the Section, including in the areas of conflict prevention and absence management.  Supervise and evaluate the work of the Team Coordinators.

 

c.   Cooperate closely with the Director of the Madrid Operations Division in the development of the Section’s human resources, including succession planning and recruitment. Develop and coordinate training plans for the staff.

 

d.   Forecast future resource requirements taking into account the projected evolution of workloads, process improvements and procedural enhancements, and automation.

 

e.   Establish and maintain process control mechanisms for each examination transaction performed by the Division.

 

f.    Document working processes and procedures of the Division, including the establishment of Standard Operations Procedures where appropriate.

 

g.   Provide advice to the Director of the Division on how to optimize the allocation of resources to the various tasks of the Division, including business design of IT system enhancements and user acceptance testing thereof.

 

h.   Analyze opportunities for improving the quality and efficiency of the work performed by the Division and formulate recommendations in this regard to the Director of the Division.

 

i.    Provide routine guidance to junior managers on work organization and planning, and communications with staff.

j.    Provide routine reports and periodic summaries on the performance of the Division, at the global, unit and individual level.

 

k.    Liaise and coordinate with other units of the Madrid Registry in the execution of the above tasks, including those responsible for legal affairs, customer services and translation.

l.     Perform other related tasks as required. 


 

3.      Requirements

 

 

Education

Essential

Advanced university degree, in engineering, business administration, law or other relevant field. A first-level degree with two years relevant experience in addition to the experience required below may be accepted in lieu of the advanced university degree.

 

Experience

Essential

At least 12 years of professional work experience, three of which in an IP office or comparable working environment. Experience in supervising a large team and process improvement/workload planning issues.

 

Desirable

Experience in an Intellectual Property Office.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of other Madrid working languages (French and/or Spanish) and other UN official languages.

 

Job Related Competencies

Essential

Excellent analytical and problem-solving skills, including the ability to analyze raw data, draw conclusions therefrom and develop actionable recommendations.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the January 2018 rate of 74.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
