Overview

The Project Accountant will provide accounting and financial compliance support to ACDI/VOCA field accounting and HQ project teams. The position will closely interact with HQ based project teams and field office accounting teams. The position requires accounting analysis, development and maintenance of various accounting reports, ensuring accuracy of general ledger transactions, and other accounting matters. This position reports directly to the Project Accounting Manager and is part of the Finance and Accounting Department at ACDI/VOCA.

Responsibilities

Primary activities include but are not limited to: assist the Director of Project Accounting in monitoring field office operations to ensure that field offices are following internal control procedures established by ACDI/VOCA; financial reporting and field office support (country portfolio – low complexity projects); review general ledger transactions received from field office to identify deviations from procedures described in the Field Financial Manual/Process Guidelines and work with field office accounting staff on corrections; perform monthly review of field office financial documents and timesheets for completeness and audit readiness; ensure financial documents are uploaded to SharePoint; monitor project prepaid transactions to ensure timely reallocation of costs; review, analyze and follow up with field offices on all balance sheet account reconciliations and outstanding accounts receivable (employee, volunteers, consultants, sub-recipients); analyze and follow up with field offices on inter/intra company transactions; record expat allowance allocation in Agresso based on LOE; review field office severance, vacation and other benefit accrual journal entries; monitor field office bank accounts, prepare field office bank reconciliations, and assist with field office bank account setup; set up field office QuickBooks and other financial systems; travel to the field office for project close outs activities; review and/or approve project related cash advance, travel expense reports, and procurement invoices; and prepare project specific monthly field expense variance analysis.

In addition, this position will involve reviewing sub-recipient payment requests against life to date disbursements and obligated award. This person will be responsible for collecting, reviewing, and archiving sub-recipient financial close out documents. The Project Accountant will assist the Assistant Controller with compilation of sub-recipient information for schedule F of 990 tax return. Also, this person will reconcile and close out project balance sheet accounts upon project completion. They will assist with the annual audit process, coordinate with field offices compilations of field office audit samples, and assist with donor audits by preparing audit samples and schedules.

Qualifications

Minimum Qualifications include a Bachelor's (preferably Master's) degree in accounting from an accredited institution or its equivalent in training and experience. Two to four years of accounting experience to include account reconciliation and General Ledger analysis. Knowledge of USG regulations (i.e. 2CFR 200, FTR, and Sub-recipient monitoring) and GAAP. Experience working with international US NGO supporting complex programs with multi sites, partners, and funders. Ability to multi task, work under tight deadlines, and in a fast-paced environment. Excellent communication, skills required; experience with multi-media applications, Accounting Software packages (QuickBooks), Power Point, Excel, and other Microsoft programs. Knowledge of Agresso Business World, desired. Good interpersonal skills and ability to work across diverse cultures and personalities. Dependability and a strong work ethic are essential. Strong verbal and written communication skills in English are required. Fluency in a foreign language preferred, (French, Spanish, Arabic, or Russian).
