Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.
The HR Service Section (HSS) provides the Agency’s staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.


Main Purpose

Reporting to the Section Head, HR Services (HSS), the Classification Officer ensures the integrity in the application of the classification standards across the IAEA and the quality and relevance of job descriptions.


Role

The Classification Officer is\: (1) a specialist, providing advice to managers and staff on job design and evaluation, and; (2) a classifier performing job reviews and evaluations.


Functions / Key Results Expected

• Classify posts, perform desk audits, prepare posts evaluation reports and timely communicate results of classification.
• Provide job design advice and recommendations to management. In close collaboration with managers, review and update job descriptions to ensure that they fully describe posts’ duties and responsibilities, and ensure appropriate formatting of job descriptions.
• Support strategic workforce planning activities by preparing background information in close cooperation with HR Business Partners, identifying risks and proposing mitigation solutions, contributing to the review of the HR actions, and monitoring the implementation of actions agreed upon.
• Contribute to the review of restructuring proposals by assessing the impact of the restructuring on work allocation, grading patterns, staffing levels, and job design; assist with development of trainings for all staff engaged with job review responsibilities.
• Conduct the analysis of generic job descriptions and ensures that Agency’s standards are properly applied in their design, definitions, and applications.
• Establish and maintain job descriptions and posts databases; monitors posts design and compositions by running regular reports; maintains accurate statistics on jobs reviews.
• Contribute to other HR projects, policies and operational procedures revisions, as required.

Qualifications, Experience and Language skills

• Bachelor's Degree - University degree in Human Resources Management, public or business administration or a relevant field.

• Minimum of five years of progressively responsible professional experience in human resources management preferably in an International Organization.
• Proven experience in organizational development, with a focus on job classification, organizational design, job analyses and work reviews.
• Knowledge of the United Nations Staff Regulations and Rules highly desirable.

• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28570, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
