OBJECTIVES OF THE PROGRAMME

Within the FGL Department, the objectives of the programme are\:

 

1. To support monitoring and analysis of nursing and midwifery workforce data and analysis of skill mix and competencies required to meet current and future nursing and midwifery requirements.

 

2. Support development and implementation of nursing and midwifery components in national strategic plans for human resources for health which are designed to support progress in implementation of universal health coverage with particular focus on RMNCAH in Member States.

 

3. To support review and reform of nursing and midwifery pre-service and in-service education and training in the context of improved quality of care in RMNCAH area of work.

DESCRIPTION OF DUTIES

Under the overall guidance of Director (FGL) and supervision of the Coordinator, Health through the Life Course, the incumbent will perform the following duties\:

 

1. Develop capacities in Member States to plan, produce, deploy, manage and evaluate midwives from different cadres to provide quality health services in maternal and newborn health towards ending preventable maternal and newborn mortality. This includes advice and support to Member States in development and/or strengthening of education and training programmes for midwifery cadre.

 

2. Support Member States to review and revamp the situation of midwifery cadre and their training needs to ensure good quality of care during institutional deliveries.

 

3. In collaboration with HSD department, maintain up-to-date intelligence on nursing & midwifery workforce developments as part of overall HRH development strategies at country level as well as regional and global trends in human resources for health, with due consideration for key trends in retention in rural and hard-to-reach areas, in migration, and in transformative education.

 

4. Provide technical support to countries to formulate and strengthen nursing and midwifery workforce policy and strategy including regulations and incentives, deployment and retention.

 

5. Support improvements in national information systems to generate quality data on nursing and midwifery and monitor progress.

 

6. Collaborate with HSD department, and with other Regional Office programmes, on nursing and midwifery development issues, to create synergies where possible on new approaches to pre-service and in-service training, on task shifting, and also on other current issues in nursing and midwifery development.

 

7. Coordinate and collaborate with WHO Collaborating Centres, Centres of Expertise, Regional Networks, UN agencies and other development partners on nursing and midwifery.

 

8. Perform other relevant functions as required; and

 

9. Submit an assignment report at the end of the assignment (mandatory).

REQUIRED QUALIFICATIONS

Education

Essential\: Master's degree in nursing & midwifery sciences from a recognized university
Desirable\: Postgraduate diploma/Master's degree in Public Health.

Experience

Essential\: At least seven years of experience in nursing & midwifery development, midwifery management, policy analysis, monitoring and research; in advising senior levels of government on health systems and nursing & midwifery management development; and in developing and institutionalizing capacity building activities related to nursing and midwifery, some of which should have been obtained in international context
Desirable\: Experience in Asia in health system development or change management, with a focus on midwifery will be a strong asset. Knowledge and experience of WHO and the UN system, and of other major stakeholders and international agencies will be an asset.

Skills

Expert and up-to-date knowledge and skills in nursing and midwifery policy, planning, transformative education, management, retention and human resources information development and use; substantial knowledge of public health and health systems, with an in-depth knowledge of the relationship between human resources and the development of health systems for universal health coverage in different political and economic contexts; familiarity with the concepts and methods of research in nursing and midwifery, and skills in synthesizing the latest evidence in nursing and midwifery policy and overall practice within human resources for health; programme management skills in WHO.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1766 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
