Who are we?

DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. Throughout 2017, Turkey continued to play a central role in the Syrian refugee crisis within the MENA region. With its 2.5 million Syrian refugees, Turkey is also the country that is hosting the highest number of refugees in the world.
 
DRC has been one of the leading emergency agencies responding to the Syrian crisis since 2011. Operating in Turkey since early 2013, DRC works specifically with Syrian refugees and other displacement-affected communities in the southern provinces of Hatay, Kilis, Kahramanmaras and Sanliurfa. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. Within the development of the current context, DRC seeks to expend its influence but reduce its foot print through Capacity Building, Networking and Knowledge Transfer.
 
About the job:
 
Liaison coordinator is responsible for the representation of DRC's interests with central government bodies and donor agencies and to ensure smooth communication flow between Ankara level dialogue and the DRC senior management team (SMT) in Antakya
 
 
Main Characteristics for the position :
 
  • Under the supervision of Country Director, the Liaison Coordinator will represent DRC Country Director with government authorities and donor partners in Ankara;
  • Liaison Coordinator will be responsible for establishing networks between DRC and central authorities in close coordination with the CD and SMT members;
  • Ensure support to the field liaison/program teams in processing/followup of the project permissions, MoUs on Ankara level.Lead on key advocacy positions to authorities and donors, in coordination with SMT and other like-minded organisations;
  • Ensure constant interaction with the DRC project teams, units and departments.Provide valuable updates from meetings and developments from the National level to CD/SMT;
  •  Coordinate efforts with Liaison Officers in other Duty Stations.
Tasks and Responsibilities:
 
COORDINATION WITH GOVERNMENT AUTHORITIES (40%):
  •  Support Country Director in representing DRC at Ankara level and attend all relevant formal/meetings in order to strengthen DRC’s position nationally;
  • Develop a network with key government ministries;
  • Foster relationships with Government authorities and other relevant stakeholders in Ankara;
  • Develop, implement and regularly revise a DRC engagement strategy for government agencies in Ankara;
  • Ensure collaboration and coordination with the DRC SMT members to ensure key issues are understood from all bases and key messages are shared from Ankara;
  • Coordinate and arrange meetings for SMT members and higher-level visits. Advise country director on taking strategic positioning in regards to relationships with authorities.
 
ADVOCACY (Humanitarian Diplomacy) (20%)
  • Follow key policy developments in Ankara and facilitate DRC input where warranted;
  • Ensure DRC’s key messages are consistently presented to and discussed with government authorities;
  • On behalf of Country Director, facilitate input into key position papers and /or government circulars.
 
LIAISON (20%)
  • Assist the project managers and liaison officers to enable the implementation of the projects by liaising and coordinating with central authorities, and other appropriate national authorities on all matters relating to the DRC staff members and assets, as well as the activities of DRC;
  • Support the smooth running of the activities through maintaining a constructive and inclusive relationship with concerned authorities, partners and other agencies;
  • Meet with the representatives of the different administrative services as often as necessary to obtain necessary permissions and MoUs for the implementation of the projects.
 
INFORMATION and COMMUNICATION (20%)
  • Keep senior management informed of any changes in the administrative procedures for obtaining key documents;
  • Provide the team with regular updates analyzing Turkey’s emerging political, socio-economic and administrative developments;
  • Maintain and develop day-to-day contacts with key authorities and ensure the prompt sharing of information, conclusions or messages;
  • Draft monthly reporting and analysis of DRC relationships and coordination efforts on Ankara level.
 
About you: To be successful for this role, you must have the following:
 

Essential Qualification:

  • Tertiary education (Bachelor minimum) in communication, political sciences, international relations, social sciences or any other related field
  • Very good research and analytical skills
  • Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and presentations, both English and Turkish.
  • Ability to conduct presentations by clearly formulating positions on issues, articulating options concisely, conveying maximum necessary information, and making and defending recommendations;
  • Possesses excellent drafting and communication skills with proven ability to write in a clear and concise manner and to match style and format to audience

    Additions Essential Experiences:

  • Experience working with NGOs, other international agencies or multinational business and/or experience in Governmental Agencies
Required Skills and Competencies: 
  • Must demonstrate strong interpersonal, speaking, and writing skills
  • Must be able to effectively communicate information and ideas both orally and in writing
  • Must be able to solve complex problems independently
  • Proven ability to prioritize tasks and meet deadlines
  • Stable, moral and robust character and a good team-player
  • Excellent communication skills, calm and a good sense of humor
  • Flexible with travelling to Hatay and other duty stations
Language Skills:
  • Fluent in written and spoken English and Turkish (Arabic is a an asset)
