EMERGENCY COORDINATOR

Overall purpose of the role: (1-2 sentences)

1. Under the guidance of the Head of Programme, the Emergency Coordinator will contribute to the achievement of DRC’s objectives in CAR.

2. Be responsible for the overall planning, development and implementation of the Emergency Response & Preparedness Project (ERP) in CAR.

 

Responsibilities: (in bullet points)

Coordination, Representation and Emergency Response
  • Coordinate all DRC Emergency response in the field
  • Represent DRC in cluster and RRM meetings
  • Oversee implementation of all Emergency activities
  • Ensure response to emergency are in line with beneficiaries needs, DRC Emergency Response Plan and DRC Strategic Program Document.
Project
  • Responsible for overall objectives outlined in project document and implementation guidelines.
  • Design, plan and implement assessment and draft reports.
  • Participate in project proposal writing related to the country strategy plan.
  • Development and adjust the ERP project, including training and monitoring.
  • Advocacy/ protection work on key issues related to displacement and return.
  • Identify shortcomings and obstacles to return.
  • Participate in and assist the CD and Head of Programme in relevant meetings with the donors, UN agencies, authorities, and other actors both centrally and in all provinces of activity.
  • Represent DRC in networks in consultations with CD and Head of Programme.

Administrative and Finance

  • Develop steps and procedures in the planning and implementation of the ERP projects in accordance with donor agreements, implementing partners, and internal and external policies and procedures.
  • Ensure that activities are in line with budget lines and limitations.
  • Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the ERP staff and the HOP and the CD.
  • Participate in the preparation of applications and budgets to relevant donors in accordance with deadlines and guidelines given by the CD and the applicable donor.

Human Resource management

  • Participate in the Emergency Response Team recruitment following DRC procedures in CAR.
  • Develop skills amongst recruited staff. Training of staff will include basic needs assessment, participatory approaches for identification and follow-up of all emergency projects.
  • The Emergency Coordinator will use performance management and ensure that performance objectives are met and reported upon, and is responsible for ensuring that field reports are produced on time and to the required standard.
  • Ensure continuous capacity building among staff.

Information/ Reporting

  • Prepare reports in accordance with milestones for Country Office and partners.
  • Provide the Head of Programme with relevant documents, and channel issues.
  • Communicate, exchange information and co-operate with both relevant internal and external actors to ensure an internal integrated approach and to mobilise external intervention.
  • Contribute to meaningful coordination via the Sectoral system.

Experience and technical competencies: (include years of experience)

  • Experience:5 years’ experience in Emergency Response
  • Solid experience in establishing and managing emergency operations, incl. formulation of strategies, plans of action and reports.
  • Strong experience in coordination of a complex project portfolio
  • Experience in conducting rapid assessments in complex emergencies and crisis contexts.
  • Previous experience from refugee/IDP-related emergencies.
  • Previous experience in cash programming/ cash for work in Africa
  • Solid experience in community mobilization
  • Previous experience in gender based programming
  • Experienced field work in complex emergencies, preferably in sub-Saharan rural Africa, and in challenging security settings.
  • Experience working with refugee/IDP/returnee related emergencies.
  • Experience in administration, finance, logistics and personnel management, including training, supervision and coaching of staff.
  • Experience in conducting rapid assessments in complex emergencies and crisis contexts.
  • Experience in advocacy and rights-based approaches.
  • Good sense of Humor

Education: (include certificates, licenses etc.)          

  • Master/ Bachelor degree or equivalent in Civil, mechanical, Hydraulic, Environment, or equivalent

    Languages: (indicate fluency level)
    • French prefered
