NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Background

Giving beneficiaries the opportunity to choose is important for NRC, and Cash Based Interventions are central to supporting this. NRC is rapidly increasing and diversifying the use of CBIs within a challenging range of programming areas, from Shelter and Food Security to Education and Information, Counselling and Legal Assistance. The Global Adviser for Cash Based Interventions is one of two CBI adviser positions, who lead the organisation’s policy direction, and support country teams in making good evidence-based programme design decisions. The position is located within the Development Projects and Innovation Unit, giving considerable license for creativity and reflecting the challenge of a rapidly changing humanitarian sector.

 

Job Description

Generic Responsibilities

  • Contribute to the implementation of NRCs cash strategy
  • Plan, execute and close the project according to Project Plan
  • Develop and refine strategies, tools and guidelines for cash based interventions
  • Provide strategic advice and guidance to country and regional offices
  • Contribute to NRC’s international advocacy efforts in relation to cash based interventions
  • Support NRC initiatives to improve cash based intervention preparedness capacity
  • Build relationships with relevant stakeholders and partners when relevant and represent NRC is international forums related to cash based interventions

 

Specific responsibilities.

  • Design, establish and help implement new pilot project proposals through sound needs analysis, market analysis, field missions etc
  • Be a technical leader and focal point for COs and ROs implementing or wishing to implement cash based interventions
  • Support NRCs strategy to scale up the use of cash based interventions 2018 - 2020
  • In collaboration with other cash technical advisers adapt and refine tools and methodologies.
  • Work with other technical staff to develop and refine NRCs position and policy towards cash based interventions
  • Contribute to donor applications for technical development within cash and voucher programming.

 

Qualifications

  • Minimum 5 years of relevant experience within the humanitarian field
  • Experience from working in complex and volatile contexts and ability to work independently in a results-oriented multi-tasking and multi-cultural environment and manage conflicting priorities
  • High level of professional knowledge within field of experience
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Documented results related to the position’s responsibilities
  • Able to represent the organisation at a strategic level within X area
  • Fluency in English, both written and verbal

 

Context/Specific skills, knowledge and experience:

  • Experience in market assessment and solid understanding of market-based interventions
  • Experience within one or several NRC core competencies, e.g. food security or shelter
