PSI/Malawi is seeking a Chief of Party/Technical Director to oversee a two-year program aimed at scaling up VMMC services in select Southern Malawi districts, and strengthening Ministry of Health (MOH) capacity at the district level.

Your contribution

RESPONSIBILITIES:**

  • Provide overall technical and strategic leadership for the expansion and scale-up of VMMC and HIV clinical services, including antiretroviral therapy (ART) and ARV-based prevention services led by PSI/Malawi.
  • Develop and maintain excellent relations with government leadership, donors and other external stakeholders to ensure optimal coordination and strong partnerships.
  • Serve as point of contact between PSI/Malawi, the MOH and other stakeholders on policies around biomedical HIV prevention and treatment.
  • Participate in national and international forums and technical working group meetings.
  • Lead the development and execution of an evidence-based VMMC demand creation strategy and targeted marketing and communications campaigns, to increase uptake of services among adolescent and adult men.
  • Establish a strong referral and linkage system from VMMC services to HIV treatment, care, ongoing prevention and other sexual and reproductive health services.
  • Oversee quality assurance, supervision and adverse events management and reporting; coordinate development of updated operational procedures, guidelines, reporting systems and other operational tools.
  • Establish a strong monitoring and evaluation (M&E) system using District Health Information System 2 (DHIS2); support effective use of program data to guide evidence-based program implementation and increase efficiency and cost-effectiveness of services.
  • Provide technical expertise to MOH in support of the national HIV M&E system and health management information system (HMIS).
  • Coordinate updates of VMMC training curriculum, develop training plans, monitor quality and ensure execution of training plans.
  • Strengthen the capacity of service delivery teams and increase efficiency of service delivery and demand creation, providing comprehensive VMMC and clinical HIV services according to national and international guidelines, protocols and policies.
  • Manage PSI/Malawi's VMMC and HIV clinical services teams; ensure professional growth and skills development.
  • Lead effective financial management of budgets in accordance with PSI/Malawi financial policies.
  • Develop annual work plans in collaboration with program managers and support teams.
  • Execute other management functions and duties as requested by the Country Director.

This position will report to the PSI/Malawi Country Director

What are we looking for?

QUALIFICATIONS:

  • Relevant university degree in medicine required. Experience in surgery an advantage.
  • Registered as medical doctor in Malawi with valid open practicing certificate preferred.
  • Advanced technical degree with a Master's in public health strongly desired.
  • At least 7 years of experience in HIV programming required; VMMC experience strongly desired.
  • At least 5 years of experience managing large health/HIV program teams required.
  • Experience securing funding and managing large budgets and grants is required
  • Demonstrated ability to work effectively in partnership with a variety of audiences and organizations is a requirement.
  • Excellent writing, presentation and interpersonal communication skills are required.
  • Familiarity with international health and development issues and the international donor community is preferred.
  • Demonstrated working with USAID, CDC, DoD and PEPFAR preferred.
  • Demonstrated experience working effectively with local, regional and national-level government entities highly desirable.
