Background

Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP to promote sustainable energy policies and practices in the Kingdom of Bahrain. The key objectives of SEU are to develop a cohesive sustainable energy policy framework to promote renewable energy, energy efficiency and conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges. SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain.

In October 2016, SEU finalized preparation of two national policy documents for the Kingdom of Bahrain: the National Renewable Energy Action Plan (NREAP); and the National Energy Efficiency Action Plan (NEEAP). NREAP and NEEAP set out national renewable energy and energy efficiency targets, and detail policies and actions to achieve those targets, that the SEU will have to promote and support.

The SEU is seeking a qualified energy efficiency specialist to provide expert services on all matters related to the development, follow-up and implementation of NEEAP and all other aspects related to energy efficiency improvement in the Kingdom of Bahrain.

Duties and Responsibilities

  • Provide technical advice in energy efficiency to SEU and stakeholders;
  • Promote energy conservation schemes;
  • Lead the development of proof of concept tasks to demonstrate feasibility and economic viability of various energy efficiency initiatives through cost-benefit analysis and pilot projects;
  • Provide technical support to the related government institutions in the implementation and enforcement of the energy efficiency action plans, policies and regulations;
  • Review specifications, estimates, feasibility studies, tender documents and work schedules;
  • Lead the research and analysis of data pertaining to energy efficiency and conservation;
  • Conduct monitoring and evaluation of energy efficiency initiatives and calculate energy and monetary savings;
  • Investigate best practices on funding options and propose applicable funding mechanisms for energy efficiency initiatives;
  • Coordinate and supervise the work of consultants;
  • Mentor and supervise the work of junior staff;
  • Maintain accurate records;
  • Write plans and reports;
  • Represent SEU at regional meetings and events;
  • Undertake energy surveys/site inspections and visits to local stakeholders as appropriate;
  • Promote replication and upscaling of successful Energy Efficiency pilot projects and initiatives across the Kingdom; 
  • Organize and support capacity building and training activities for government and non-government stakeholders;
  • Perform any other duties relevant to energy efficiency improvement upon request of the SEU.

Required Skills and Experience

  • Master degree in electrical egineering, mechanica engineering,economics, environmental science, energy policy or in any other related field.
  • At least 10 years of experience with minimum 5 years of experience in energy efficiency;
  • Demonstrated knowledge of developing cost benefit analysis of energy efficiency investments, developing energy efficiency schemes and policy tools;
  • A solid understanding of energy efficiency market, sources and legislation. The candidate shall have the experience and skills in facilitating the development of multi-stakeholders processes;
  • Ability to explain technical information to people without technical knowledge;
  • Ability to calculate energy savings and greenhouse gas emission reduction for energy efficiency projects. The candidate will have a strong understanding of various business models, policy options and financing schemes for sustainable energy solutions;
  • Strong research, analysis and writing skills;
  • Demonstrated knowledge of developing energy efficiency projects.
  • Familiarity with the sustainable development goals 2030, specifically knowledge on goal 7 is an advantage.
  • Proficiency in written and spoken English
  • Knowledge of Arabic language is an asset.
  • Bahraini nationals and non-Bahrainis may apply.
