Background
Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP to promote sustainable energy policies and practices in the Kingdom of Bahrain. The key objectives of SEU are to develop a cohesive sustainable energy policy framework to promote renewable energy, energy efficiency and conservation in the country. The unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges. SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain.
In October 2016, SEU finalized preparation of two national policy documents for the Kingdom of Bahrain: the National Renewable Energy Action Plan (NREAP); and the National Energy Efficiency Action Plan (NEEAP). NREAP and NEEAP set out national renewable energy and energy efficiency targets, and detail policies and actions to achieve those targets, that the SEU will have to promote and support.
The SEU is seeking a qualified renewable energy specialist to provide expert services on all matters related to the development, follow-up and implementation of NEEAP and all other aspects related to energy efficiency improvement in the Kingdom of Bahrain.
Duties and Responsibilities
- Provide technical support to SEU and the related government institutions in the implementation and enforcement of the renewable energy action plans, policies and regulations.
- Review specifications, estimates, feasibility studies, tender documents and work schedules.
- Lead the research and analysis pertaining to renewable energy.
- Coordinate and supervise the work of consultants.
- Undertake energy surveys/site inspections and visits to local stakeholders as appropriate.
- Promote renewable energy awareness via events such as presentations and workshops.
- Promote replication and upscaling of successful renewable energy pilot projects and initiatives across the Kingdom.
- Lead the development of plans, concept notes, policy briefs, proposals and recommendations on accelerating renewable energy development.
- Disseminate lessons learned and best practices to policymakers and other relevant stakeholders.
- Incorporate key technical, economic, social, financial, and crosscutting issues into programs/projects.
- Draft analytical reports describing the impact and progress made relative to program objectives, identify any gaps and emerging operational issues, and formulate recommendations for program improvement.
- Mentor and supervise the work of junior staff.
- Represent SEU at national and international meetings and events.
- Investigate best practices on funding options and propose applicable funding mechanisms for renewable energy initiatives.
- Organize and support capacity building and training activities for government and non-government stakeholders.
- Perform any other duties relevant to renewable energy aspects upon request of SEU.
