Stabilization Field Engineer

Project and Team

Under the supervision of the Stabilization Field Manager, and in coordination with the Stabilization Program Manager, Field Officers, Transition Advisers and Area Managers, the Field Engineer will provide technical input into the implementation, and evaluation of Program infrastructure grants and activities. The Engineer may also provide advice and suggestions to the SC and partner councils in project development phase. The engineer will be responsible for review of project designs, visits to project sites, and overall quality control of infrastructure activities. In addition to these core tasks, the Field Engineer may be requested to support the work of Field Monitors in project evaluation. The position is based in Syria with frequent travel within Newly Liberated Areas (NLAs) in Northern and Eastern Aleppo Countryside.

Reporting Line and Responsibility

The Stabilization Field Engineer will report to the Stabilization Field Manager

Primary Responsibilities:

 Ensure that all stabilization projects are implemented in accordance with sound technical, environmental and engineering standards.

 Review project designs and specifications to ensure that all designs, drawings and bills of quantity (BOQs) are in accordance with sound technical, environmental and engineering standards.

 Prepare a Quality Assurance/Quality Check plan for each project.

 Incorporate environmental and safety impact mitigation measures into project design and monitoring plans.

 Review activity timelines and monitor work plans to ensure infrastructure projects are on schedule and/or that any problems are identified and addressed in a timely manner.

 Review and provide inputs to studies and reports submitted by third party engineering firm.

 Conduct monitoring visits to infrastructure project sites, including unannounced visits in order to monitor progress and ensure compliance with all requirements in coordination with Stabilization Field Officers.

 Assist in evaluating and prequalifying potential subcontractors or suppliers.

 Assist in the tendering, evaluation and contract recommendation processes for project consultants.

 Oversee pre-final and final inspection of all infrastructure works.

 Provide technical review of all invoices for infrastructure subprojects submitted according to project invoice review procedures.

 Provide instructions, guidance and information to partners along with stabilization team about requirements for project development and implementation;

 Conduct periodical meetings with stabilization team to develop relationships, share and obtain information relevant for the program;

 Participate, as needed, in final review and close out of grants and activities.
 Any other duties suitable to task and commensurate with ability.

 Contribute to requests for information, in Arabic.

Required skills and qualifications

 University degree in Civil Engineering or similar field of study.

 Minimum 3 years’ experience in infrastructure project implementation as a Construction Supervisor, Resident Engineer, Design & Quality assurance (QA)/quality control (QC) Engineer, Construction Manager, Contractor’s Site Representative or similar/equivalent.

 Ability to work independently, think creatively and apply problem-solving skills and provide technical supervision. Good organizational and interpersonal skills.

 Ability to travel regularly within Syria to project locations.

 Excellent interpersonal skills and an ability to manage a diverse range of concurrent activities and professional relationships.

 Previous experience in working with Syrian local councils and civil society preferred

 Previous experience in working with civil society organizations or other community-centered work.

 Able and willing to travel throughout North Aleppo Governorates; travel to other governorates will occur as conditions allow.

DESIRED SKILLS & QUALIFICATIONS

 Proficient oral and written communication skills in English.

 Previous working experience with local or provincial councils.

DELIVERABLES

 Daily check-in meeting with Stabilization Program Manager and Area Managers to cover tasks to accomplish that day and a readout of tasks from the previous day. A weekly summary of work will be submitted to the SPM every Friday by 5 pm.

 Monthly report detailing successes, challenges, trainings, meetings, etc. that have occurred during the reporting period. The monthly report is due on the 5th of each month to report on the previous month (i.e. September 5 to report on August). A template will be provided.
