Background Information - Management Support Centre (MSC)

The UNOPS Management Support Centre (MSC) acts as the technical front office and works in close collaboration with the regions and partners on operationalizing best practices, towards global and other tailored agreements around management services.

MSC gains insights into specific needs of partners, through technical experts, in the areas of Project management, Infrastructure, Administration, Procurement, Human Resources and Financial management services, and tailors solutions at the corporate level, ensuring appropriate skills, products and services can be sourced, internally and externally, to support such engagements.

MSC supports the maintenance of global engagements with partners, in close coordination with regions and practices, and provides advice on communication and branding of such services.

MSC has the following key responsibilities:

At Corporate level:

·       Lead the development of the strategic focus on Management Services and contributes to positioning UNOPS as the global partner in the provision of Management Services to partners

·       Oversee and house the hosting strategy, develop hosting frameworks to manage business and risks, and ensure new potential hosted entity engagements are reviewed as per corporate standards.

·       Oversee and house the global agreements with global partners on management services and maintain a steady line of communication with the partners on service performance

At the Regional level:        

·       Support the regions with packaging of management solutions as a service line to be provided to partners, whether as local partners or under global partnership agreements.

·       Support the Regions with hosted entities Management Services, including assessing global operational risk and leading corporate knowledge management on the topic.

Background Information - Job-specific

The Business Associate (HR) will report to the Business Technical Specialist, who will work alongside other peers of Business Technical Specialists, each within their area of specialization (HR, Procurement, Finance, Administration, Project Management and Infrastructure). Each business technical team will manage his/her own category and contribute to the overall cross-operational management services catalogues of services, their oversight, operational capacity, innovation, solutions, and product/service development and marketing.

Next to the Business Technical teams is a team of Business Specialists and an Operations Manager. The Business Specialists will work on marketing and data intelligence, as well as business proposal writing capacities and an information and knowledge capacity

Functional Responsibilities

The incumbent will play an active role in supporting the Specialist in all of the areas mentioned in the above MSC terms of reference within his/her area of specialization respectively.
The Associate will work closely at the operational levels with the following internal partners:

-Shared Services Centre (SSC): to ensure that the operational advice and support to the regions, and that the transactional side of the services are being delivered efficiently, and in case of a new product/service line, that the delivery of these are capacitated and ready
- Partnerships Liaison Group (PLG): to support with technical knowledge and solutions to potential new partners, and support the coordination of possible expansions of services with PLG to ensure that partner-specific background is understood
- FG/PG/PCG/IPMG: With the corporate Practice Groups to seek thought leadership , and in coordination with SSC seek exceptions, feedback any challenges that can be overcome through policy change, as well as liaison on capacities and the rollout of new services and products
- Regions: Works with all regions in supporting the Technical Specialist in ensuring that the regional/on-ground implementation is enabled and supported
- Regions: Works with all regions to ensure that the regional/on-ground implementation is enabled and supported with the right quality in line with UNOPS standards

Specifically, the Business Associate (HR) will

- Contribute to the overall management services strategy with compilation and provision knowledge and ideas, leading to clear deliverables and associated work plans within the area of specialization 
-  Provide support in the implementation of the work plans in HR as a management service line
- Maintain and manage the daily operations and communications of a portfolio of current global management services partners providing the following services:
  • Support to relationship management
  • Operational support, including preparation of corporate reporting and submissions
  • Escalate suggestions to the Business Technical Specialist on potential business growth with current partners into other management services areas 

- Help compile and maintain a network of internal and external capacity specialized in this field
- Contribute to the development of a cross-operational catalogue of services, existing and newly acquired potential services, 
-  Continuously seek and suggest new and innovative means as solutions to operational needs and challenges, and contribute to building the corporate knowledge in his/her area 
-  Enable the access to and help expand the partnership of advisory and technical support to national partners across all management services with regions

Other general corporate responsibilities: Ensures facilitation and promotion of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Contribution to implementation of training for operations/ programme personnel
  • Sound contributions to knowledge networks and communities of practice.
  • Synthesis of lessons learnt and best practices in administration.

Education

  • Secondary education/High school diploma is required.
  • University degree (Bachelor’s or Master’) will be considered an asset and may substitute for some of the required years of experience. 

Experience

  • 6 years of relevant experience in HR with international exposure.
  • Experience in the field (non-HQs) is a strong asset.

Languages

  • Fluency in written and oral English is required. 
  • Knowledge of French, Spanish or Arabic is an asset.
