The purpose of this consultancy is to provide direct coordination and technical support to the Department of Health (DOH) in the Severe Acute Malnutrition (SAM) Scale-Up Plan and the development of strategies to streamline/integrate Nutrition into DOH programs. This involves the collection of relevant data and information for planning, implementation and monitoring. The consultant will be based in DOH but will work in close coordination with the UNICEF Nutrition Specialist.

Major Tasks

  • Coordinate with relevant DOH bureaus, LGUs, hospitals and other stakeholders to ensure the efficient and effective implementation and monitoring of the SAM Scale-up Plan.
  • Draft the Philippines Integrated Management of Acute Malnutrition (PIMAM) strategic plan.
  • Facilitate the establishment/strengthening of reporting and monitoring system for SAM management.
  • Facilitate the collection, consolidation and review of SAM indicators and data including the use of Bottleneck Analysis.
  • Facilitate the documentation of case studies and meeting/workshop proceedings.
  • Support in mapping health facilities identified for Inpatient Therapeutic Care (ITC) and Outpatient Therapeutic Care (OTC) including their respective focal point.
  • Provide technical support in the development and review of Nutrition plans and policies.
  • Assist in strengthening linkages and identifying possible integration of Nutrition across DOH programs.

Deliverables

  • Strategic plan with inputs from PIMAM Working Group members
  • DOH Work and Financial Plan with inputs for SAM management and integration.
  • Monitoring report on the procurement and logistics distribution of SAM commodities.
  • Updated and comprehensive health facility map and contact list of focal points for SAM management.
  • Consolidated list of SAM indicators and Bottleneck Analysis documentation.
  • Database of SAM Case Studies.
  • Compilation of notices of meetings, minutes and documentation of relevant meetings and workshops.
  • Tracking/Monitoring Matrix template on the Second International Conference on Nutrition (ICN2) Framework for Action and WHO Global Targets for MYCN
  • Final consultancy report

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in Public Health, Medicine, Nursing, Nutrition or other health related discipline.
  • Minimum of 5 years of technical experience in health and nutrition.
  • Strong experience in strategic planning, policy development, and implementing SAM management services and large scale nutrition programs an advantage.
  • Previous experience in planning, managing and conducting SAM trainings highly desirable.
  • Thorough understanding of the First 1000 Days, the Management of Severe Acute Malnutrition, and Stunting Prevention, Maternal, Infant and Young Child Nutrition Global Targets desirable.
  • Relevant field experience highly desirable.
  • Good analytical and presentation (oral and written) skills including use of essential computer software packages.
  • The ability to meet deadlines and work with minimal day to day supervision.
  • High coordination and communication skills.
  • Good writing and analytical skills.
  • Fluency in English and local language.
