Context:

Under the overall supervision of the Chief of Mission in Islamabad and the direct supervision of the Pakistan Transition Initiative Program Manager, and in close coordination with the Deputy Program Manager the incumbent will be responsible for overseeing all NGO and soft grant programming implemented under PTI.

Core Functions / Responsibilities:

1. Lead the NGO and ‘soft programming’ through each grant’s activity cycle including grant identification and development, implementation, monitoring, evaluation and close-out by liaising with and supporting all relevant units and field offices.

2. Ensure rapid identification, development and commitment to soft grants of final program funds and de-obligations to meet program close-out timelines.

3. Oversee the review and submission of all grant documentation for soft grants and NGO grants.

4. Update PTI Senior Management on the course of the program as well as the implementation of NGO and soft grants.

Page 1 / 35. Work with implementing partners and field staff to facilitate and/or maintain gender balance in programmatic activities.

6. Develop and manage relationships and activities with new and existing NGOs and implementing partners to advance the program’s objectives through implementation of small grants.

7. Review and finalize relevant reports as required by the Program Manager and the donor. 8. Coordinate with PTI Senior Management and field team leaders on broader programmatic and strategic issues related to the NGO and soft grants program component and suggest improvements.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master's degree in Social Sciences, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in the design and implementation of small-scale in-kind grants;

• Previous work experience in Central or South Asia, particularly on similar programming and familiarity working with NGOs.

Languages

Fluency in English is required. Working knowledge of Urdu and Pashto is an advantage. Desirable Competencies:
