Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Under the overall supervision of the Chief of Mission in Iraq and the direct supervision of the Programme Coordinator of the Psychosocial Support and Social Cohesion Unit, the incumbent will be responsible for overseeing community stabilization, peacebuilding, and social cohesion activities. S/he will work in close coordination with the Heads of Offices. S/he will assist the Programme Coordinator in the implementation of a multi-year peacebuilding and social cohesion strategy – including strategic planning, development and implementation of tools and guidelines, assessments, and Monitoring and Evaluation methodologies pertinent to peacebuilding and social cohesion programming – under the overall community stabilization portfolio, with a particular focus on programming funded by the Government of Japan. Core Functions / Responsibilities:

1. Under the strategic guidance of Programme Coordinator, monitor and coordinate the operational planning and implementation of key peacebuilding, social cohesion and conflict prevention activities under the community stabilization portfolio of the Unit, in particular for those initiatives funded by the Government of Japan.

2. Coordinate closely with Area Coordinators, Social Cohesion Field Staff, Conflict Advisor, Psychosocial Officers, research consultants, Program Units such as CwC, CAPs, Shelter Health, as well as with Support Units (PI, Engineering, M&E, RMO, Logistics) to ensure that operational and financial targets are met in accordance with the project work plan. 3. Provide the necessary guidance and feedback to ensure cohesion between the project components and timely adjustments towards meeting the project outcomes in an effective and efficient manner and in line with established methodologies.

4. Work closely with the Programme Coordinator on the design and refinement of strategies and submissions to maximize IOM assistance in the areas of community stabilization, peace-building and social cohesion in the context of providing durable solutions for internally displaced persons, returnees and host communities across Iraq.

5. Assist in ensuring compliance with IOM and donors requirements including guidelines, rules and regulations, for procurement and budget utilization

6. Conduct regular field monitoring visits and evaluations of project activities, including impact Page 1 / 3evaluations. Facilitate reviews conducted by consultants.

7. Liaise with the donor, project partners, government officials, other programme stakeholders, and relevant counterparts. Represent IOM in the Emergency Livelihoods & Social Cohesion Cluster, as required.

8. Assist the Programme Coordinator in identifying, recruiting and monitoring external expertise required for research and programmatic assessments, advisory services, and evaluations. 9. Assist the Programme Coordinator and Project Development Unit in preparing narrative reports, programmatic updates, cost modifications, and other project and programme-related inputs and submissions for Community Stabilization (including Peacebuilding, Social Cohesion and Psychosocial Support) Programming, as required by the donors and IOM. 10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Post-conflict Studies, International Relations, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience with community stabilization, peace-building, social cohesion and/or development interventions in conflict and/or post-conflict settings (required);

• Experience in liaising and building effective partnerships with donors, government authorities, other national/international institutions including research institutions and NGOs (required); • Thorough knowledge and proven experience in project cycle management concepts (project development, Logical Framework design and analysis, monitoring & evaluation, reporting) • Proven ability to supervise, train, and direct staff and manage large operations in international contexts (required);

• Previous working experience in the Middle East region (required); experience with community stabilization operations in Iraq (desirable).

• Familiarity with EU funding mechanisms, in particular the IcSP, is an advantage Language

Fluency in English is required. Working knowledge of Arabic is an advantage Desirable Competencies:
