1.      Organizational Context

 

a.    Organizational Setting

 

The post is located in the Distance Learning Program, WIPO Academy, in the Development Sector.

The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, least-developed countries (LDCs) and countries with economies in transition. The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented Intellectual Property (IP) training. Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national IP offices and societies for collective management of copyright and related rights, IP practitioners, academics, students and other stakeholders.

 

b.    Purpose Statement

 

The Distance Learning (DL) Program offers a range of courses designed to create, facilitate and deliver easier access to general and advanced knowledge of IP through a better understanding of the international IP landscape - its theory, practice, application and use as a strategic tool in the innovation process. To do so, the DL Programuses state-of-the-art distance learning methodologies, keeping in mind the limitations from developing and least developed countries, paying particular attention to participants from IP Offices and governments by collaborating with strategic partners and developing course content through a network of assistance of IP experts from all regions of the world.

The incumbent manages all aspects of the Program’s policy, delivery, ICT design, content and staff.  The incumbent also advises on the ICT strategy of the Academy.

 

 

c.    Reporting Lines

 

The incumbent reports to the Executive Director of the Academy. 


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Lead, plan and control the Program’s work, determining overall strategic direction and priorities and allocating resources for the completion and timely and quality delivery of work products in accordance with results-based management principles.

 

b.   Manage staff of the Program and supervise their work; provide regular feedback on performance; conduct performance evaluations and ensure timely finalization of performance evaluation exercises; follow up on recommendation or issues identified and address training needs.

 

c.   Advise on the Academy’s ICT strategy and develop, manage external providers for the efficient delivery of ICT-related services; review and oversee the use of Academy-wide technology and make recommendations for changes; monitor and act on Key Performance Indicators (KPI).

 

d.   Provide expert advice and recommendations to the Executive Director on potential activities in relation to distance education, formulate priorities and lead the Program’s support to IP offices, universities, and other WIPO sectors to develop relevant capacity through IP training.

 

e.   Identify, initiate and supervise strategic partnerships, and cooperation agreements for scalable and sustainable organization and implementation of IP education by other institutions, ensuring the consistent application of Academy standards and compliance with the WIPO brand; for the promotion of IP education.

 

f.    Organize and oversee the organization, implementation and communication of education and training programs; manage an international network of IP experts and tutors on their IP education and advisory services to the Academy.

 

g.   Analyze and assess the Program’s course content, performance of the Academy’s tutors, and participant feedback; ensure the relevance and quality of development-oriented IP teaching and gender balance; advice on content update and review work plans; establish appropriate benchmarks for future development.

 

h.   Initiate, develop and maintain contacts with authorities of concerned countries and partner institutions and provide advice on the organization and planning of training programs and other related activities.

 

i.    Represent the organization at meetings, conferences and other events and provide authoritative advice and recommendations in the area of IP education and training; take part in teaching undertakings, deliver lectures and give presentations.

 

j.    Perform any other duties as required. 


 

3.      Requirements

 

Education

Essential

Advanced university degree in IP, sciences, education, instructional design, computer science, information technology or related discipline.  A relevant first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

 

 

Experience

Essential

At least 12 years’ relevant professional experience.  Experience in the field of adult education.  Experience in the field of IP.  Experience managing staff.

 

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of French.

Substantial knowledge of pedagogy, instructional design and curriculum development, particularly in relation to distance learning.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2018 rate of 81.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
