OBJECTIVES OF THE PROGRAMME

UNITAID is a multilateral hosted by the World Health Organization. UNITAID is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and ore affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

His/her tasks and responsibilities will include the following\:

 

Procurement \:Provide a strategic overview of the procurement process to ensure efficiency and value for money to inform the strategic overview. Guide, advise and train all UNITAID staff to plan tenders, procurement and consistent activities and individual procurement actions to ensure optimal management of contracts. Contribute to the development of procurement plans, schedule and documentation. Undertake research and analysis of information on market for products and services and ensure adequate safe documentation. Allocate the triggering of procurement processes to assistants in the team and finalize the draft terms of reference and requests for proposals in collaboration with the requesters and other relevant parties. Ensure that an appropriate adjudication panel is designated and provided with relevant technical documentation and that all appropriate decisions for procurement are made, schedule meetings as required, minute those meetings, invite, assess and recommend tenders, bids, quotations and proposals. Organize and participate in the physical or virtual opening of tenders, appraisal process, minute the opening, document all steps and decisions, support the process as required (e.g. by seeking additional information). Draft documents for CRC approval as needed and follow up on CRC decisions. Administer contract performance, problem solving to ensure best procurement practices. Overall coordination of the procurement/travel assistants, act as liaison to ensure continued quality of service and adherence to WHO Rules and Regulations and UNITAID specific policies.

 

Travel coordination\: Ensure quarterly travel plans are received from units in a timely manner. Act as a travel quality specialist, focal point for the travel requests, ensuring that they conform to WHO Rules and Regulations and UNITAID practice more generally. Advise travelers and their supervisors on travel procedures. Make recommendations that could lead to improvement of UNITAID's travel management practice.

 

General\: Make recommendations to the UNITAID Secretariat with a view to improve current administrative and managerial processes and practices or to enhance compliance with WHO Rules and Regulations. Participate in unit wide initiatives (e.g.unit planning, special projects). Monitor and support administrative and management related matters during audits and reviews. Carry out other task in agreement with the Senior Finance Manager and/or the Director of Finance and Administration.

REQUIRED QUALIFICATIONS

Education

Essential\: A first-level University degree in a field relevant to the position (such as in Business Administration) or a similar area.
Desirable\: A training certificate in logistics/procurement/contracting or a related field.

Experience

Essential\: A minimum of five years of progressively responsible experience in procurement, contract management or contract administration is required, some of which gained in an international context. Of these, two years are required to be directly related to first-hand procurement or contracting. Demonstrated experience of working effectively with internal and external clients. Experience in improving procurement/contract management related processes and tools. Experience reviewing terms of reference and requests for proposals.
Desirable\: Administrative experience with partnerships an advantage, as is knowledge of public procurement, WHO structures and programmes, administrative practices and procedures as related to the work. Experience in travel administration.

Skills

Excellent planning and organizational skills. Very good communication skills - both verbal and written. Knowledge of WHO Rules and WHO IT systems (GSM, RSM). High level of integrity and commitment to professional responsibilities, especially as concerns confidentiality. Proven trust worthiness and willingness to work as a team player, take direction and share information with fellow staff members.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4115 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
