Under the guidance and supervision of Budget & Finance Officer, the Budget Associate acts as the Budget focal point and provide leadership in execution of budget services in SSOC and in ensuring effective and transparent utilization of financial resources and integrity of Budget services. The Budget Associate promotes a client-oriented approach consistent with UNOPS rules and regulations.
Functional Responsibilities
Support to the overall implementation of projects focusing on achievement of the follow results:
- Full compliance of financial processes and financial records with UNOPS rules, regulations, policies and strategies;
- Implementation of effective internal controls, proper management and functioning of SSOC’s financial resources management system and budget regulations;
- Serve as budget focal points for all projects;
- Ensure compliance with financial rules and regulations for all programme and project transactions, as per UNOPS ‘ Programme Operations Policies and Procedures;
- Review data with respect to the finalization of cost estimates and budget proposals, in terms of personnel and non-personnel requirements;
- Provide support with respect to qualifying the resources requirements for budget submissions;
- Monitor budget implementation and determine/recommend reallocation of funds when necessary;
- Implement SOPs and internal guidelines for establishing robust budget management / implementation policies and procedures;
- Provide guidance on budgetary issues;
- Prepare monthly reports for expenditure incurred and prepare a concise report including explanations on over /under expenditure;
- Review requisitions for goods and services certify availability of the funding and ensure correct charging to the relevant account code;
- Upload and revise approved budgets in oneUNOPS;
- Train colleagues and as when required;
- Provide synthesis of lessons learnt and best practices in budgeting at SSOC;
- Facilitate payment against the work plans and budgets;
- Continuous analysis and monitoring of the financial situation, presentation of forecasting;
- Control of accounts receivables for the projects;
- Timely review of cash position to ensure sufficient funds on hand for disbursement. Timely identification and recording of receipts for income application;
- Maintenance of an internal expenditure control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in oneUNOPS;
- Perform any other tasks as directed by the Budget and Finance Officer.

Education/Experience/Language requirements
Education
- Secondary School education required;
- Bachelor degree in Business Administration, Finance , Accounting or related field is desirable;
- Technical/Professional Diploma is desired.
Certification
- Certified Accountant (CA)
Work Experience
- Minimum 6 years’ relevant experience in budget and finance with UN/UNOPS or other international required;
- Previous knowledge of the UN system is advantage;
- Familiarity with oneUNOPS is an advantage;
- Experience in budgeting required;
- Experience in Financial forecasting required;
- ERP experience required;
- Experience in financial reporting required;
- Experience in Financial analysis desired;
Languages
- Fluency in written and oral English is required;
- Knowledge of Arabic language desired
Contract type, level and duration
Contract type: Local ICA Support
Contract level: LICA-6
Contract duration: 10 months initially, renewable subject to satisfactory performance and funding availability
This is a local position, therefore it is open to the nationals of South Sudan and applicants who have a valid residency work permit to work in South Sudan
