OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

 

WHE brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

 

Emergency Operations (EMO) within the WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support.

 

The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

DESCRIPTION OF DUTIES

Within the delegated authority, the incumbent will be responsible for the following duties\:

 

1. Supports Member States in the Region in developing capacities in logistics and supply chain management in line with the requirements of APSED III and IHR 2005, including the development of standard operating procedures and national pandemic preparedness plan.

 

2. Develops new approaches to improve the logistics systems and capacities in the Regional Office and country offices.

 

3. Assists in logistics responses to disease outbreaks and public health emergencies at regional and country levels, ensuring delivery of strong and timely logistics support for health emergency operations, including supply chain activities.

 

4. Maintains emergency catalogues of goods, lists of suppliers and services providers and related information, and implementing quality insurance systems for the Western Pacific WHE.

 

5. Provides technical support in EOC operations and capacities of Member States and country offices.

 

6. Contributes to the overall strategy and priorities of the Emergency Operations area within the framework of WHE.

 

7. Upon request, provides technical support, backstopping and gap-filling for emergency activities at any level of the Organization or scale of emergency.

 

8. Performs other related duties, as requested by supervisor, including provision of support to other areas of work and teams or programme areas within the WHE, as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Master's level university degree in management/business management from a recognized university.
Desirable\: Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.

Experience

Essential\: Minimum of seven years experience in logistics coordination and management, including experience at international level.
Desirable\: Experience in logistics coordination and management related to disease surveillance and response. Experience with managing capacity-building and training initiatives in international organizations, multilateral institutions or nongovernmental organizations.

Skills

-Demonstrated knowledge in partnership and business development, strategic and innovative initiatives, operations, logistics, business management and/or strategic planning combined with the ability to formulate and adapt critical strategies, tactics and operations.

-Demonstrated experience in structuring and managing new initiatives involving multistakeholders in the private, public and/or humanitarian sectors.

-Strong organizational and analytical skills, with aptitude to multitask and produce results under pressure.

-Demonstrated ability to write and synthesize technical information and communication materials in a clear and concise manner.

-Diplomacy, tact and discretion.

-Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2208 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
