NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and  Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Job description:

The following is a brief description of the role:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated CC project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement

Specific responsibilities

  • Closely with the Education project coordinator in identification of existing gaps in education Core competency programming 
  • Support Education Project Coordinator in the preparation of project proposals and concept notes
  • Undertake assessments and analysis on education within the Region and the Districts,
  • Contribute towards the Education Core Competency strategic plans
  • Work with the MOE&HE on the identification and selection of target schools and locations
  • In consultation with the Education project coordinator, develop annual, quarterly and monthly project Plan of Actions of their location in accordance with requirements stipulated in the project documents
  • Ensure that education program is implemented in close coordination with MOE and other actors of education projects
  • Establish good working relationship with MOE at regional and district levels, teachers and CECs and ensure that they take their role in planning, managing and monitoring of project activities.
  • Working closely with the NRC engineer and the shelter team, ensure that all construction/rehabilitation of education facilities are in line with the designs and BOQs of NRC and MOE&HE
  • Assist the Education Project Coordinator in preparing monthly cash forecast
  • Ensure timely procurement and distribution of teaching and learning materials and other school materials and equipment. 
  • Update supported ABE teachers’ payroll and prepare the incentive transfer to teachers
  • Organize capacity building training for teachers, head teachers, CECs and other education personnel including MOE&HE staff
  • Represent NRC in all relevant forums (education sector and cluster a working group meetings, etc.)
  • Liaise with relevant stakeholders in the field to allow coordination and synergies as well as to avoid duplication
  • With the support of the Education project coordinator lead all field work to conduct baseline, midline and end line studies, school assessments, and other studies that the project might undertake in the course of the project life.
  • Assist the Education project coordinator with the planning and developing of project Monitoring & Evaluation plans and tools
  • Regularly monitor implementation of the project activities and supported schools, YEP centers etc.
  • Organize and carry out quarterly project review meeting with MOE&HE and stakeholders
  • Document best practice and lessons learnt from the implementation of the education project activities.
  • Assist Education project coordinator in developing timely and high quality bi-weekly, project progress and completion reports that meet donor and NRC requirements.
  • Identify operational/technical and management problems arising during the implementation of the project activities and report to the responsible line manager to ensure timely action is taken
  • Produce timely project quarterly monitoring and supervision reports and ensure their documentation and dissemination to concerned bodies
  • Provide capacity building support, day to day technical support and guidance to the education project assistants in carrying out their duties
  • Manage the performance of education project assistants through effective use of the performance Management System including the establishment of clear, measurable objectives ongoing feedback, periodic reviews and evaluations

Qualifications:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge of English language both in written and verbal 

Context/ Specific skills, knowledge and experience:

  • Bachelor’s degree in education or social science  
  • At least 3 years proven experience in education program implementation in INGOs or UN agencies
  • Proven experience with NGOs in Emergency and resilience/development field;
  • Good understanding of the issues relating to education sector in Puntland
  • Experience in teaching or training
  • Experience of vocational training programs.
  • Excellent written and oral communication skills in English and Somali;
  • Understanding of Somali culture, geography and politics;
  • Excellent computer skills, including word, excel and databases;
  • Capacity to facilitate trainings;
  • Team-player and ability to work independently
  • Ability to manage time effectively and priorities work to meet deadlines
  • Demonstrate passion and commitment for changing people’s lives;
  • Must be creative, innovative and inquisitive;
  • Must demonstrate good interpersonal skills;
  • Familiarity with INEE Minimum Standards and Inclusive Education Guidelines;
