ORGANIZATIONAL CONTEXT

The programme policy officer found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and jobholder report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To join the Resilience team and contribute to the development of this approach through the provision of support in the planning, implementation, and monitoring of activities, initiatives and partnerships in the areas of livelihoods, resilience and economic recovery.

KEY ACCOUNTABILITIES (not all-inclusive)

This job work under the direct supervision of the Programme Officer in charge of resilience, the National Programme Officer will be responsible for performing the following functions:

  1. Liaise with local authorities to identify the type of interventions and priorities established by the Government.

  2. Identify operational constraints, pre-conditions, and implementation modalities for harnessing the potential in the programme target areas;

  3. Analyze potential constraints, make recommendations and draft operational guidance, as necessary, to improve efficiency and transparency of the operations cash/food for assets;

  4. Prepare calls for proposals, support project identification, design and implementation with Cooperating Partners;

  5. Develop a clear work plan for livelihoods activities at Sub-office level, with special emphasis on targets and milestones to be achieved in cooperation with Cooperating Partners;

  6. Work closely with Vulnerability Analysis and Mapping (VAM), Program and Logistic units to establish qualitative indicators and ensure that qualitative aspects are considered during the implementation of the projects;

  7. Develop operational guidance for WFP staff and partner organizations for project planning, implementation, monitoring, evaluation, and reporting;

  8. Assess the training needs of WFP and relevant Cooperating Partners staff, and design and organize appropriate capacity development activities;

  9. Design and carry out participatory research and knowledge development, in the field of livelihoods and resilience building;

  10. Provide supervisory support and technical guidance to programme staff involved in the planning, implementation, monitoring evaluation and reporting of the livelihoods and resilience programme;

  11. Undertake monitoring and technical supervision missions as required by sub-offices, partner organizations, and stakeholders in the country;

  12. Prepare operational overviews, briefing, and snapshots of the response for communication with donors, Food Security Cluster and other Working Groups, National and Local Authorities, as well as for awareness campaigns and advocacy purposes.

  13. Develop lessons learned and document best practices in Livelihoods and Resilience programmes in Iraq;

  14. Other as required.
