Introduction

The United Nations Office for Project Services (“UNOPS”) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. The support granted by UNOPS to its partners is represented by building infrastructure, managing projects and procurement, providing human resources, financial management support.

Since the civil war broke out in Syria in 2011, Jordan has housed more than 650,000 Syrian refugees. The expanding population of refugees in Jordan has increased the amount of solid waste generated and exacerbated the problem of their disposal in Azraq, one of the important water sources in Jordan.

 Project Description

The Solid Waste Management Project (“Project”) aims to assist Azraq Camp, which is located 20 kilometers (12 mi) west of Azraq in hot desert terrain and 90 kilometers (56 mi) from the Jordan–Syria border, improving solid waste management and the basic living conditions of the vulnerable locals and Syrian refugees. This Project is done through a long procedure, including but not limited to the collection of bins, waste sorting and transportation of the bin and waste to landfills/ disposal areas.

In order for the UNOPS to manage the solid waste in Azraq refugee camp, including the markets and open areas, and, villages, UNOPS desires to appoint a field monitor assistant whom will be charge for supervising and monitoring the implementation of Incentive Based Volunteers(IBVs) and solid waste management activities agreed upon with and sending a periodically report. 


Functional Responsibilities

Supervision of Camp Cleaning and IBV Activities:

The Field Monitor Assistant will be in charge of the operational management, planning and implementation of the Project activities in the allocated areas of responsibility (site) and agreed upon with UNOPS in writing. Which includes without limitation the following:

  • Supervises the daily cleaning activities of IBVs in the site (markets, villages, etc.…)
  • IBVs’ attendance sheets are compiled daily
  • Supports the solid waste management in the collection of all IBV related documents, and reports any irregularities about the solid waste management.
  • Ensures UNICEF’s policies regarding IBVs are rigorously implemented.
  • Implements proper and regular monitoring system for all sanitation facilities in all sites.
  • Ensures that a waste collection system is set up in the sites and is properly functioning.
  • Ensures that the cleaners use all products and tools as required and in an adequate way.
  • Remains in touch with the beneficiaries to understand their needs, complaints, regarding the solid waste collection.
  • Operating the weighing bridge used to determine the load of solid waste truck.
  •  Perform any other related task requested by the supervisor.

Education/Experience/Language requirements

  • Completion of secondary school education, or Diploma.
  • A minimum of 1 year of experience.
  • Profound knowledge and practical experience in refugee camps. 
  • Fluency in Arabic language, Basic in English language .
