Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women work in Ukraine is aligned to its corporate priority areas: increasing women’s leadership and participation; engaging women in all aspects of peace and security processes; and making gender equality central to national development planning and budgeting. As a part of the United Nations Country Team UN Women supports the government and the civil society in implementation of the international commitments on women’s rights and gender equality.

UN Women seeks to hire a professional national photographer to provide photography services for UN Women activities, including during meetings and events and contribute to a pool of photos on various aspects of gender equality and women’s empowerment in Ukraine. The photographer will be closely working with the UN Women Communications & Advocacy Specialist, Communications Associate and Communications Specialist.

The photos will be used in a variety of advocacy events, publications and campaigns to capture public attention and highlight to a wide audience the pressing social and human rights issues related to gender equality and women empowerment particularly with regards to women, peace and security, including humanitarian action, women facing multiple forms of discrimination, and others.

Duties and Responsibilities

Under the direct supervision and guidance of UN Women Country Programme Manager/Head of Office and in cooperation with the Communications & Advocacy Specialist, Communications Associate and Communications Specialist, and UN Women staff the Photographer will be responsible for:

Activity 1: Produce a high-quality collection of photos (specifics are provided below). Capturing of photo images during various events and photo assignments, organized by UN Women.

The photos should be accompanied/supported by photo details, such as place where the photo was taken, description of activity at the photo (where relevant) and where possible names of the people in the photo. The detailed instructions to the selection of the people to take picture of will be provided by UN Women.

The photographer should adhere to UN Women ethical standards and requirements for taking photos as directed in UN Women’s Photo Policy.

Activity 2: Take up to 10 mission trips to locations across Ukraine to produce a high-quality collection of photos from these photo assignments (specifics are provided below).

Mission trips to support UN Women activity in the field may be one day long or last multiple days. The photos from the mission trips should be accompanied/supported by photo details, such as place where the photo was taken, description of activity at the photo (where relevant) and where possible names of the people in the photo. The detailed instructions to the selection of the people to take picture of will be provided by UN Women.

The photographer should adhere to UN Women ethical standards and requirements for taking photos as directed in UN Women’s Photo Policy.

Types of photos expected:

  • Photos of the events and meetings organized by UN Women

  • Portrait format photos (faces)

  • Photos of people at work/action

  • Photos of people in the household

  • Photos of groups of people in their habitual community environment (special attention should be paid to women’s activities in the community)

  • Other

    Photos should take into account the following:

  • Representation of women and men, teenage boys and girls, young boys and girls;

  • A series of photos of women - leaders and activists, (a series of women’s photos);

  • Internally displaced women, men and their families;

  • Women from vulnerable groups, including but not limited to women living with HIV, rural women, women Roma, women with disabilities.

  • Capture the sense of the vulnerable women’s and men’s lives in Ukraine (e.g. typical employment niches, traditional life style etc.) but at the same time provide images on powerful and transformative storytelling (non-traditional and non-stereotypical sense);

  • Pictures shall capture both pressing social and human rights issues and empowerment and transformative and positive changes (potential solutions).

Technical specificities:

Digital originals should be shot at the highest resolution that the camera permits. The minimum resolution accepted is 4000 pixels on the long side, saved as jpeg 10 or above.

Each image from the optimized edit as well as the full take must include in the IPTC metadata: the full name of the photographer for photo credit (UN Women Photographer’s name), the correct date, the location, and the city/country. If possible and relevant, names and titles of people in photos should be included as well. IPTC metadata can be embedded within the photo through the use of image editing software such as Photoshop, Lightroom, or Photo Mechanic. In addition to required info, a descriptive caption written in complete sentences is strongly preferred. The caption should describe the who, what, when and where of the photo in a way that accurately describes the context of the photo to a new viewer.

UN Women’s website is built around horizontal images, and the lead photos from the events, as well as portraits will need to be shot horizontally. Portraits and other types of photos for the purposes of knowledge products and collateral visibility materials can be shot vertically. The Consultant will be provided with instructions accordingly.

Colors: Photos must be made and delivered in color. Adobe RGB is the preferred color space for high resolution jpegs. Color filtering or stylistic adjustments (extreme contrast, high saturation, etc.) are highly discouraged, and original out-of-camera images may be requested if processing is unacceptable.

Resolution: Highest camera resolution when shooting with 4000 pixels on the longest side as minimum deliverable resolution on final edit. If lower resolution images are requested during the assignment (or necessary for transmission for web/social use) then photographer will provide originals and/or high res optimized files upon conclusion as well.

The photographer will deliver approximately 20-30 images per day of the event delivered by the end of the day.

Warranties, Consent and Intellectual Property

The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Photo Policy and Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age.[1]

The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.

The indemnity set forth, above, shall not apply to:

A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or

A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.

UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defense of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defense of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.

In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:

  • procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women;
  • replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or,
  • refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof.

UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-NonCommercial-NoDeriv 2.0 Generic license to the Deliverables.

The provisions of this section of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.

Required Skills and Experience

Qualification Criteria:

  • Minimum secondary education;

  • Minimum three years of related professional experience, including one-year work experience specifically as a photographer in development and/or humanitarian projects;

  • Experience in making documentary photos, including in the regions. Track record of producing documentary photography (with sample works provided);

  • Experience of working with development organizations and/or UN agencies;

  • Experience working in Photoshop, Adobe Light Room, Adobe Premiere, Final Cut and other relevant programs;

  • Fluency in Ukrainian/Russian, working level of English is an asset.

    Ethics

    Photos/video material produced in this project must respect human dignity and ensure the rights, safety and well-being of the person or people being portrayed. Ethical use of photos/video material includes ensuring accuracy in captioning, attribution and making sure they are used in the correct context. Some of the guiding principles on ethics of photos/video materials include inter alia:

    Fidelity: ensure photos/video material and captions used to illustrate or support written materials are factual and in keeping with the context of the story

  • Do No Harm: care needs to be taken not to stereotype certain groups and in a manner, that will do no harm to person appearing in photos/video material

  • Autonomy: photos/video material of individuals should be made only with an informed written consent and if given illustrate autonomy and dignity of person Beneficence: photos/video material should be used to promote a good cause while ensuring do no harm to individuals in the photos/video materials

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a delivery-by-delivery basis to the consultant.

Financial arrangements:

Payment will be provided in five installments upon receipt of the deliverables (above).

Evaluation of applicants

Technical criteria – 70% of total evaluation – max 70 points:

The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Criterion A – Relevant education Secondary education– 5 points

Criterion B – Language skills - 5 points

Fluency in Ukrainian/Russian (4 points), working level of English is an asset (5 points)

Criterion C – Relevant Experience with total for all following criterion – 60 points, including:

Minimum three years of related professional experience, including one-year work experience specifically as a photographer in development and/or humanitarian projects (3 years- 15 points, more than 3 years- 20 points) – 20 points

Experience in making documentary photos. Track record of producing documentary photography (with sample works provided) – 15 points

Experience of working with development organizations and/or UN agencies – 10 points

Experience working in Photoshop, Adobe Light Room, Adobe Premiere, Final Cut and other relevant programs – 15 points

Total Obtainable Score – 70 points.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30 (S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
