ICT Business Analyst / Project Manager (3 positions) Songdo, South Korea

The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing supportto developing countriesto limitor reducetheir greenhouse gasemissions andto adapt totheimpactsofclimatechange,takingintoaccounttheneedsofthosedevelopingcountriesparticularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund will pursue a country-driven approach in its operations. The Fund relies on a seamless and trustworthy handling of its own and partner information, as the basis for highlyefficientprocesses and rapidlygrowingcapabilities andnetworks forknowledgeexchangewith a large audience of stakeholders. To achieve that goal, an intelligently composed, connected and frequentlyupgradedCloudportfolioofsystemsandtoolsneedsplanningandimplementation.TheFund’s ICT Project Management Office (PMO) plays a key role in making this happen. Role

The Green Climate Fund is currently seeking a Business Analyst/Project Manager to support the work of the ICT PMO at its headquarters in Songdo, South Korea. The Business Analyst/Project Manager is expected to maintain a strong awareness of the processes and systems utilized by the GCF business teams. The Business Analyst/Project Manager will be responsible for collaborating with our business partners to understand their needs, presenting solution options, and participating in the selection, planning and delivery of solutions. A blend of business and technical skills coupled with project management discipline is important to the success of this role.

Duties and responsibilites:

Under the guidance of the Manager ICT PMO, the ICT Business Analyst/Project Manager will be responsible for but not limited to:

• Serving as a liaison between the ICT technical team and our business partners during requirements gathering and project implementation;

• Managing end-to-end requirements gathering processes in support of common-off-the-shelf (COTS) software or Software as a Service (SaaS) solutions;

• Preparing business requirements packages, managing requirements traceability changes, artefacts, as well as developing reference and resource materials as needed;

• Ensuring that systems requirements analysis provides sufficient formality and records for effectively communicating, coordinating, executing and quality assuring tasks between many onsite and offsite contributors;• Managing ICT projects phases including hands-on management of the daily project tasks and proactive management of project risks and issues;

• Working diligently to ensure that project deliverables match agreed upon schedule, scope and cost dimensions;

• Drafting and revising business cases, project plans, statements of works and vendor provided artefacts;

• Elaborating and supporting case by case well-fitting project oversight and governance mechanisms, for typically very agile and time-bound undertakings;

• Preparing presentation and briefing material, status reports for the Fund’s internal customer divisions, the Senior Management Team and other stakeholder groups;

• Closely coordinating with the Fund’s ICT and Communications & Outreach team for work tracks that demand platform and systems environment changes.

Requirements:

• Advanced university degree, ideally in project management, IT or related fields; • At least 7 years of experience in business analysis and/or project management, including at least 5

years of exposed responsibilities in one or more of the following areas: a) Financial Management Systems;

b) Documents/Records/Content Management or Archiving solutions;

c) HR solutions (e.g., SAP Success Factors)

d) Procurement solutions (e.g., SAP Ariba);

e) Organisational Risk Management implementations/assessments;

f) Client or Customer Relationship Management (CRM) systems (e.g., Microsoft Dynamics); • Evidenced knowledge of formal business analysis and/or project management methodologies, with certifications preferred (e.g., CBAP, Project Management Institute PMP, PRINCE2, or equivalent); • Training/education in the domain of business administration;

• Practical experience from initiatives establishing systems and accompanying policies and procedures in a compliance sensitive customer organisation;

• Work experience and subject matter expertise in information security or audit desirable; • Familiarity with ISACA COBIT desirable;

• Work experience with international organisations as staff, consultant or contractor a distinct advantage;

• Work experience in the financial sector would be advantageous;

• Familiarity with their procurement, administrative, financial and staff policies desirable; • Demonstrated ability to manage multiple activities simultaneously, delivering high-quality results in terms of process, content and timeliness; and,

• Ability to communicate at ease with technical and business audiences.

Contractual Relationship

This is a position that will be based on a contractor/client relationship.. The successful candidate will be contracted through a company that has an existing Long-Term-Agreement (LTA) with the Green Climate Fund and will not be considered an employee of the Green Climate Fund. The Consultant once seconded to the Fund after agreement with the contracted company under the LTA, will adhere to the rules as part of its administrativepolicies and guidelines.
