The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the job:
The security assistant will periodically assign facility to identify any irregulaties, observe protection and fire control equipment, uphold order, and inforce regulations for the facility and regard to the premises and supervising the guards personal and visitors.

Job description

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the support function portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • The security assistant will be responsible for assessing the site security of the NRC facilities in field offices.
  • Improving the physical security of the NRC facilities based on need and recommendations.
  • Traveling to field for assessing and improving the site security of the NRC premises.
  • Supervising the NRC guards in Urozgan.
  • Providing basic guard training for the guards, and deploying extra guards based on the need.
  • Provide technical support to the area office on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity in Tirin Kot.
  • Ensure compliance to NRC Security Management Framework within the SMP and all annexes.
  • Work with Security manager to develop, consolidate and implement operating procedures and contingency plans.
  • Conduct risk assessments of offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
  • Building Acceptance to empower and expand humanitarian programming.
  • Develop ongoing relationships with local authorities as needed and other power brokers within.
  • Work to ensure that NRC, its mission and work in the region is known and accepted.
  • Work to encourage stakeholders to work with the NRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities in Afghanistan.
  • In coordination with Security manager liaise with relevant security actors e.g., NGO Security Focal Point, other NGO security coordinators, region UNDSS contacts, local community stakeholders, Governors, etc.
  • Ensuring that minimum operating security standards and procedures are implemented in the field office and promptly report to supervisor when gaps are present –up to date list of safe havens etc.
  • Providing on the job capacity building and ad hoc trainings to NRC staff – program and support – on security related topics.
  • Liaising with logistic team in order to ensure that communication equipment’s, NRC premises security set up and contingency stocks are in place, operational and matching required standards.
  • Ensuring that the NRC guards have the necessary training and understanding of how to perform their duties in a professional way.
  • Preparing the monthly guard schedule and ensure that the necessary guard force is present at all times at the NRC compounds (office, guesthouses and warehouses).

Qualifications

  • Bachelors level education is required.
  • 2 years’ experience in a similar role/position in an INGO or humanitarian agency.
  • Good in English, both written and verbal.
  • Having knowledge of asset management and reporting.
  • Good computer skills - MS Office & database.
  • Good control and supervisory skills.
  • Good communication skills.
  • Handling insecure environment.
  • Planning and delivering results.
