Context:

The International Organization for Migration (IOM) is one of the major humanitarian and developmental actors in Somalia. IOM’s Migration Health Division (MHD) is currently implementing a large health programme across the country, which includes provision of primary healthcare through static and mobile teams.

Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Head of Preparedness and Response Division (PRD) and under the guidance of the Director of the Migration Health Division (MHD) in Geneva for health technical matters, the successful candidate will be responsible and accountable for the management, effective coordination, implementation and strategic direction of all health assistance related projects and activities in Somalia.

S/he will maintain coordination with, and be additionally guided by, the Regional Migration Health Specialist based at the IOM Regional Office for East and Horn of Africa in Nairobi. S/he will work closely with the Federal and State Ministries of Health (MoH) and other government counterparts at national and state levels ensuring all of IOM’s Migration Health activities are within the framework of the MoH National Plan of Action and strategies. Core Functions / Responsibilities:

Page 1 / 41. Supervise the overall management, administration and coordination of migration health related programmes and projects implemented through various programmes in Somalia. 2. Contribute to the development of new strategies, and manage and coordinate the implementation of emergency health activities either as stand-alone or embedded in multi-sectorial emergency response within the IOM Migration Crisis Operational Framework (MCOF).

3. Oversee resource deployment, activation, implementation, reporting and evaluation of health-related programmes.

4. Monitor and analyse the projects’ progress toward achievement of indicators, outputs and outcomes, specifically aimed at increasing effectiveness. Recommend specific actions for improvement and supervise the development of evaluation protocols.

5. Establish IOM Somalia’s Mental Health and Psychosocial Support (MHPSS) portfolio, complementing health activities within the health sector.

6. Explore potential entry points for expanded collaboration with local health authorities and partners on migration health related activities. Develop new health project ideas. Identify, design and facilitate research activities in coordination with other IOM Somalia units and with relevant regional and Headquarters (HQs) units.

7. Represent IOM at health and other coordination-related meetings. Liaise and coordinate with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health-related matters. Key counterparts will include MoH, World Health Organization (WHO), Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Population Fund (UNFPA), United Nations Children's Fund (UNICEF), Health, Water Sanitation and Hygiene (WASH), Nutrition and protection Clusters, partner agencies, national universities and other stakeholders.

10. Contribute to regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM Somalia programmes, as well as for donors and partner agencies.

Required Qualifications and Experience:

Education

• Master’s degree in the field of Medicine, Community or Public Health or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Operational and field experience in migration, refugee and displaced persons’ health-related issues, programme development, including experience in evaluating health programmes and protocols;

Page 2 / 4• Experience in health programming for marginalised populations, including programme conceptualisation, analysis and implementation; international public health; and/or resource mobilisation;

• Knowledge of structures and functions of national and international health agencies, donors and organizations;

• Familiarity with the health sector in the African region, particularly Somalia an advantage. Languages

Fluency in English is required.
