Context:

To ensure a coordinated multi-sectoral response to assist and protect refugee populations in collective settings (camps, makeshift settlements, spontaneous sites, etc.) and to make all efforts to find durable solutions.

The Site Management Sector in Cox’s Bazar is responsible for coordinating the site management and coordination response to the Rohingya crisis, including site planning, development and improvements across displacement sites.

For overall accountability and predictability of a humanitarian response within communal displacement situations, and for the response to be in line with the collaborative effort, the sector must work together to respond in a predictable and timely manner. The sheer size of the responsibilities of camp coordination requires the commitment and participation of several organizations and agencies. The Site Management Sector Technical Coordinator will assist with and support capacity and standards development in order to form a comprehensive response in displacement sites.

Under the overall supervision of the Shelter/NFI Sector Coordinator and Site Management Sector Coordinator, and the direct supervision of the Technical Coordinator/Team Leader, the successful candidate will be supporting the Technical Coordinator/Team Leader in leading the site management response to the humanitarian crisis, which include site planning and site development activities. Working together, sector members will identify the overall requirements and priorities in responding to camp and communal displacement situations and augment their Page 1 / 4capacity to meet this threshold. The technical coordinator will harness these capacities and identify (or establish when necessary) standards and guidelines that aim to ensure that site development and improvement activities are carried out quickly, effectively and in a coordinated fashion.

Core Functions / Responsibilities:

Planning and Strategy Development

1. Support the Site Management Sector Coordinator, partner agencies and government counterparts in implementing their site planning and development activities, carrying out site needs assessments and analyses, and providing technical inputs regarding infrastructure and facilities, contingency planning, environment protection and exit/transition strategy for communal settings.

Information Management

2. Work with the sector Information Manager to identify gaps, produce tools, infographics and maps, and to ensure the availability of timely and accurate information and data. Application of Standards

3. Adapt relevant policies and guidelines and technical standards appropriate to the context of crisis. As required, draft contextualized guidance notes on site planning and site development. 4. Coordinate with other sectors (particularly WASH, Shelter and Logistics) to facilitate appropriate context- and crisis-specific solutions are implemented effectively, at the site level. 5. Compile different sectors’ standards in terms of space requirements, numbers and location of facilities and infrastructure, and ensure that these are incorporated in site plans and in the process of plot demarcation and site development.

6. Monitor and follow up on sector partner response compliance to existing international, national and Inter-Agency Standing Committee (IASC) policy guidelines, technical standards and relevant Government obligations in terms of, for example, urban zoning, building code compliance, labour market and the environment.

Monitoring and Reporting

7. Provide inputs for sector reports and support in developing monitoring mechanisms to review impact of the sector and progress against implementation plans.

8. Ensure the tracking of performance and humanitarian outcomes using benchmarks, indicators, and data (disaggregated by sex and age) as agreed through sector and inter-sector mechanisms.

Partnerships

9. Identify and build relationships with key technical advisers and programme staff within the humanitarian community, respecting their respective mandates and programme priorities 10. Identify and build relationships with other key partners, including relevant national authorities, the military, and national academic institutions (including urban planning, statistics, engineering, architecture and geotechnics).

11. Identify and build cooperative relationships with relevant sectors, particularly Shelter, Page 2 / 4Logistics, Health, WASH, Protection and Education.

Advocacy and Resource Mobilization

12. Encourage sector members to mobilize resources for site preparation, development and improvement alongside other activities.

Preparedness and Training Capacity

13. As needed, organize and participate in relevant site planning and site development training for NGOs, UN agencies, local government officials and members of displaced and host communities.

Phase-out and Rehabilitation Capacity

14. Provide technical guidance and recommendations to consolidate and down-size communal settings, rehabilitate previously occupied areas, and to dispose of assets as needed. Co-ordination

15. Co-chair, if required, Technical Working Group coordination mechanisms, including Sub-Working Groups, as agreed with the Sector Coordinator.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Urban Planning, Architecture, Civil Engineering r a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Relevant experience, three years of which are in the field, with international organizations; • Experience in cluster / sector coordination is an advantage;

• Knowledge of the Red Cross Movement, UN System, and NGO humanitarian community; • Knowledge of site planning in emergency, post-conflict and transitional settings; • Knowledge of current best practices, technical guidelines and standards in site selection and planning in emergencies as well as transitional phases.

Languages

Fluency in English is required. Working knowledge of any regional language is an advantage. Desirable Competencies:
