The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Our Ideal Candidate:

For this position we are looking for someone with a minimum of 3 years of experience, implementing legal assistance programming in a humanitarian/ recovery context. We are particularly looking for an individual with knowledge of the context in Syria. English fluency is essential as is ICLA technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues.

Position Description:

Generic Responsibilities for this position include:

  1. Adherence to NRC policies, guidance and procedures.
  2. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  3. Promote the rights of IDPs/returnees in line with the advocacy strategy.
  4. Contribute to the development of the ICLA strategy, Macro Log-Frame, and Plan of Action.
  5. Contribute to programme development, adjustment or review of the ICLA programmes.
  6. Continue to the development of ICLA specific technical indicators and mechanism for M&E.
  7. Develop CC specific technical guidance, tools and mechanism.
  8. Contribute to organisational learning through the provision of specific technical analysis, research, lessons learned and reports.
  9. Contribute to the development of training modules and provide specific technical learning or/and training for project staff, project partners and other relevant stakeholders.

Specific Responsibilities include:

  1. Research and documentation. In collaboration with the ICLA Specialist and field teams, support ongoing legal research efforts.
  2. Technical Guidance. Responsible for supporting the continual strengthening of technical quality of all ICLA activities implemented by NRC/partners, in collaboration with the ICLA Specialist and field teams.
  3. Technical Training and Capacity Building. Responsible for supporting the training and capacity building of NRC/partner staff in ICLA related isues in collaboration with the ICLA and field teams.
  4. Project (Field) Team Support. The position-holder will be expected to travel to the Syria Response Area Offices to provide technical support to the field teams.
  5. Programme Development. Responsible for supporting high quality ICLA programme development initiatives, in collaboration with the ICLA Specialist and field teams. This includes – but is not limited to – supporting context & needs analysis; primary needs assessment; strategy workshops; developing programme concepts; supporting pilot activities; and meaningful engagement in relevant forums and learning events. As part of this responsibility, the position-holder will proactively engage in NRC SRO’s Core Competency Workshops, Community-of-Practice meetings/calls, project update meetings, trainings and other related events.
  6. Project M&E. Responsible for supporting accurate and high quality Monitoring and Evaluation of NRC/partner ICLA activities, in collaboration with the ICLA Specialist and field teams.
  7. Protection Mainstreaming. Responsible for the on-going strengthening of protection mainstreaming within the ICLA activities throughout the project-cycle, in collaboration with the ICLA Specialist and field teams.
  8. Advocacy: support ICLA related advocacy efforts in collaboration with the ICLA Specialist and field teams.
  9. Fundraising. Responsible for supporting fundraising and donor reporting for ICLA activities, in collaboration with the ICLA Specialist and field teams. This includes – but is not limited to - providing inputs and technical quality review of concept notes, proposals, grant revisions and reports.
  10. Representation. As required by the ICLA Specialist, represent NRC in relevant sector cluster/working group meetings at Whole-of-Syria level and – where required by field teams – at hub-level as well as in other relevant fora.
  11. Other. The position holder will be expected to deputise the ICLA Specialist when required.
