As Senior Advisor (N1) you will assist the Head of the The Ukraine-Demark Energy Centre in all aspects of management and implementation of the work of UDEC, including the timely production of outputs and outcomes of the activities, and you will function as an expert within the area of energy policy and energy planning. You hold a relevant university degree and have a profound knowledge of Danish energy sector and model. You have project management experience in the coordination and delivery of technical assistance. You are fluent in Danish and English.

Short background: The government-to-government cooperation on energy policies and energy planning methodologies is carried out under the framework of the “Ukraine-Denmark Energy Centre” (UDEC), which was established in 2015. The Ukrainian Ministry of Energy and Coal Industry (MoECI), who is the leading partner in the cooperation, has asked for technical assistance from the Danish Energy Agency (DEA) on support to the implementation of energy policies and energy planning measures. Hence, a long term Senior Advisor is required to support the implementation. The Senior Adviser will have a specific responsibility related to the coordination of the overall Danish contributions to UDEC. The Senior Adviser will assist the Head of UDEC in Ukraine in all aspects of management and implementation of the work program, including the timely production of outputs and outcomes in accordance with decisions made by the Steering Committee.

The programme in short: The proposed Danish support to UDEC II is part of the Danish Neighbourhood Programme (DANEP) 2017-2021 and the DANEP Country Programme for Ukraine, under the thematic pillar on Sustainable and Inclusive Economic Growth. UDEC II is a continuation of the ongoing UDEC project carried out under the Implementing Partner Agreement signed on 22 December 2014 between MoECI and the MFA for the project ‘Ukraine-Denmark Energy Centre’ (UDEC). This first phase started in December 2014 and the final Project Steering 2 committee meeting for UDEC I, is scheduled for December 2017 marking the completion of this phase. The cooperation between Ukraine and Denmark concerning the UDEC is based on a “peerto-peer twinning” approach to delivery of technical assistance (TA), which requires mutual commitment and availability of partners working closely together in order to deliver the agreed results. As the cooperation is a continuation of the first phase of UDEC during 2015- 2017 the cooperation will benefit from the experience gained and lessons learned through a successful twinning arrangement and an established management setup including tools and procedures already developed. 20 million DKK are allocated in the period 2018-2020 to the government-to-government cooperation between the MoECI and the DEA to support energy policy and planning methodologies and approaches to promote renewable energy and energy efficiency. The objective of the development cooperation among the parties in Ukraine is to strengthen the enabling environment for sustainable energy investments. The cooperation will also contribute to the Ukraine’s green energy transition and thus to the Paris Agreement on Climate Change.

Contract period: 3 years from 2018 – 2021.

The position has an attractive remuneration package reflecting family status, contribution to a pension scheme, health insurance and reimbursement of school fees. The Embassy will not provide housing. However, an allowance for house rent will be provided to the Adviser through the salary to enable the adviser to rent a suitable house or flat. Free removal of household goods. 

Area of responsibility/tasks: The Senior Adviser will assist the Head of the UDEC-secretariat from the Ukrainian in all aspects of management and implementation of the work program of UDEC, including the timely production of outputs and outcomes in accordance with decisions made by the Steering Committee. The Senior Adviser will have a specific responsibility related to the coordination of the overall Danish contributions to UDEC. The Senior Adviser refers to:

Requirements profile/qualifications: 

 A Master’s degree (or equivalent) in a relevant field,

 Extensive experience as energy economist / energy engineer / energy planner,

 Strong knowledge of Danish energy policies, strategies and methodologies and understanding of the Danish energy sector and model,

 In-depth knowledge of the methodologies for preparing and implementing national energy policies, strategies and action plans,

 Experience working within one or more related fields such as: energy strategy and policy development, energy efficiency action plans, renewable energy planning for heating and 4 electricity sector, integration of wind and solar in the electricity grid, electricity market regulation, energy projects and investments,

 Project management experience in the coordination and delivery of technical assistance, exchange visits and capacity building,

 Knowledge of the Danish public and private energy sector and core comparative advantages of the Danish resource base within the energy sector,

 Knowledge of the work and the procedures of a government-to-government cooperation and “peer-to-peer twinning” approach is a strong advantage,

 Work experience from transition economies and knowledge of Ukrainian legislation is an advantage,

 Proven ability to work at national government level, and cooperate and communicate with local authorities and other development partners,

 Ability to support and promote the national Ukrainian partners’ ownership and commitment to achieving the goals and expectations defined by the Steering Committee,

 Ability to ensure progress in producing outputs and outcomes by providing advice and assistance,

 Excellent communication and reporting skills,

 Fluency in speaking, writing and understanding Danish and English is a requirement,

 Language skills in Ukrainian and Russian are an advantage, Requirements and expectations concerning the personal qualifications of the candidates:
