Background

Demonstrating the relevance of innovation as a critical design principle for programming is a key priority for the UNDP Regional Bureau for Asia and the Pacific (RBAP). Particular emphasis has been placed on nurturing innovative tools, techniques and approaches and the use of technologies for development. As a result, RBAP established the Innovation Fund to support Country Offices in the region to advance the innovation agenda by providing the creative space and discretionary resources to prototype innovative solutions and experiment with new ways of working to tackle complex development challenges outside the traditional business cycle.

The Bangkok Regional Hub is a regional hub focusing on providing policy and programmatic support to UNDP activities in the Asia and Pacific region. Throughout UNDP´s programmatic focus areas, it assists Country Offices in development and implementation of initiatives and at the regional level, it conceptualizes and implements activities in partnership with a wide range of partners. The structure of the Regional Centre is composed of policy/programme teams consisting of specialists and advisors that work cross-thematically and issues-based through Development Solutions Teams in support of country and regional level activities and supported by the Operations Team. The Regional Centre administers the Innovation Fund established by RBAP and supports applicants from the Country Offices.

This initiative is a way to deliver on the new corporate Strategic Plan’s to become more nimble, innovative and enterprising – a thought leader that succeeds in taking and managing risks as well as regional approach with focus on building distributed innovative capacity. Building on notable innovation successes in the region, RBAP is doubling its efforts in this area to open up opportunities for UNDP staff to get first hand, on the job experience of new development tools and to provide the space to scan for available expertise, experiences and partners outside UNDP beyond “the usual suspects”, working across the “silos” on integrated development solutions  and engage in upfront risk management through prototyping by reaching out to new partners to co-design innovate solutions.

Duties and Responsibilities

Scope of work:

The consultant is expected to assist the following activities in completing the assignment:

  • Support the innovation agenda including assisting the coordination between UNDP and relevant
  • partners, facilitate write-up of knowledge product, and other communication tasks as assigned;
  • Provide support to the Innovation and Knowledge Management Team in exploring application of AI and decentralized ledger in public and development sectors;
  • Assist the UNSIF team to conduct outreach and engagement with social enterprises, impact enterprises, high-net worth individuals, foundations, corporate CSR, investment institutions and associated organizations and networks;
  • Assist the UNSIF team to conduct research on impact management and measurement, including the impact measurement tool and impact certification process;
  • Support the Innovation team to conduct research and perform data analysis and visualization;
  • Other tasks as agreed beforehand with the supervisor.

Expected Outputs and Deliverables

The consultant is expected to work towards the following work plan, and timelines to achieve the stated outputs.

Innovation AI Initiative

  • Liaise with relevant partners, and provide support to the coordination for the project
  • Support the activities of the innovation team that relates to the project
  • Produce communication materials and design as assigned, e.g. blogs, content for website, stories, design for brochures, reports, banners, etc. as required.

Innovation team

  • Support Innovation Team in setting cross-regional R&D event looking at the opportunities, risks and setting pilot projects with the Country Offices on AI and fintech in governance and public service delivery;
  • Provide support in data analysis and data visualization for research in Innovation team upon request

UNSIF team

  • Support and conduct research for UNSIF, e.g. the impact management and measurement, AI’s impact on society and social issues, Fintech for Impact Investing, etc.
  • Assist to develop impact management process manual and fund-specific measurement framework, under the supervision of project manager

Institutional Arrangement

The Consultant will work under joint supervision by Regional Innovation and Knowledge Management Specialist and UNSIF Project Manager.

Duration of the Assignment

1 March 2018 – 28 February 2019, with maximum 240 days worked (maximum 20 days/month for 12 months)

Duty Station

Bangkok, Thailand, no travel required.

The consultant is expected to work at UNDP Bangkok Regional Hub. If there is any travel, the mission would be agreed with supervisor in advance and the Individual Contractor would be reimbursed travel costs as in line with UNDP Policy.

Required Skills and Experience

Education:

  • Graduated with Master degree
  • Field of studies in public policy, public administration, econometrics, data analytics, computer science or related

Experience:

  • Excellent knowledge of social impact investing, social entrepreneurship, and the development M&E models;
  • Excellent understanding of impact measurement, innovation methodologies, and data analysis;
  • Understanding of the trend and application of Artificial Intelligence is essential
  • Strong data analysis and data visualization skills;
  • Proficiency in data analytics software applications, e.g. R, Stata, SAS, etc.;
  • Knowledge of statistical and econometrics techniques and innovative research methodologies
  • Strong ability in graphic design using Adobe Illustrator, InDesign, and Photoshop;
  • Expertise and knowledge of the Asia and the Pacific region.

Language:

  • Written and spoken proficiency in English and Chinese

Competencies:

  • Demonstrates commitment to UN’s mission, vision and values;
  • Demonstrates sound judgment, diplomacy and sensitivity to confidential matters;

Price Proposal and Schedule of Payment :

Consultant must send a financial proposal based on Daily Fee. Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done monthly based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using his/her own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost during the assignment from the duty station in Bangkok to home and return shall not be covered by UNDP.

Criteria for Selection of the Best Offer

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of a set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (100 points, weight 70%)

  • Relevant Education: 5 points;
  • Relevant experience of the Asia and the Pacific region: 5 points;
  • Excellent understanding of impact measurement, innovation methodologies, and data analysis: 10 points;
  • Understanding of the trend and application of Artificial Intelligence: 10 points;
  • Excellent knowledge of social impact investing, social entrepreneurship, and the development M&E models: 10 points;
  • Proven graphic design skills: 10 points;
  • Knowledge of statistical and econometrics techniques and innovative research methodologies: 20 points;
  • Proven data analysis and data visualization skills: 30 points.

Only candidates obtaining a minimum of 70 points (70% of the total technical points) would be considered for the Financial Evaluation.

Financial Offer (weight 30%)

REVIEW TIME REQUIRED:  Two working weeks after submission of deliverables for review/approval of deliverables to authorizing payments.
