Context:

Under the overall supervision of the Chief of Mission of IOM Democratic Republic of Congo (DRC) and direct supervision of the Head of Sub-Office in Goma, with thematic support from the Regional Office in Pretoria and IOM Headquarters (HQs) where needed, the successful candidate will be responsible for the implementation of the missions DTM activities. Core Functions / Responsibilities:

1. Manage the work related to the Displacement Tracking Matrix (DTM) Programme in the country. Supervise programme staff, ensure equitable workload distribution, deadlines are met and deliverables are in line with agreed standards, and prepare and organize training for staff on project activities.

2. Within the scope of the DTM, assist with the development and adaptation of methodologies and standardized tools (e.g. survey database design, population movement tracking systems, etc.) to fit the context and meet the information needs of IOM, the government and humanitarian partners.

3. Supervise field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.

Page 1 / 34. Carry out preliminary data analysis as required and produce all the required reports and information products on DTM, including, but not limited to, the analytical and statistical reports, displacement profiles, maps and other relevant products.

Communications Technology (ICT) policies and data protection principles.

6. Monitor programmes' expenses and verify the proper use of the funds allocated for DTM activities.

7. Provide technical inputs and assist with arrangements required for DTM fundraising and collaboration opportunities with relevant humanitarian partners.

8. Implement information dissemination tools and operational frameworks for data collection and sharing among key stakeholders in accordance with IOM data protection principles. 9. Liaise and participate in meetings and events where DTM programmes are being discussed. 10. Undertake necessary duty travel to various field offices in the country. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in humanitarian emergencies;

• Experience in the development and implementation of the Displacement Tracking Matrix (DTM) or similar assessment and information management activities;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

Languages

Fluency in French and English is required. Working knowledge of a local language is an advantage.

Internationally recruited professional staff are required to be mobile.
