NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

About the Asia-Europe Region

The Asia-Europe region for NRC comprises a diverse range of country programmes across a vast geographical area: Greece, Ukraine, Iran, Afghanistan, Pakistan and Myanmar. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both.

Home to some 3.5 million refugees, the Asia-Europe region also hosts over 5 million IDPs and 1.4 million stateless people, with the majority of refugees originating from Myanmar and Afghanistan. The Afghan refugee population now constitutes the largest protracted situation in the world.

The Asia-Europe Regional Office, based in Oslo/HQ, is overseeing the Asia-Europe Country Offices and its operations, and provides strategic guidance across core programme, advocacy and support functions. The Regional Programme Unit, led by the Regional Programme Director, supports with development of capacity in core competencies and cross-cutting themes, working collaboratively and in a matrix structure with the Regional Support Unit, Regional Protection and Advocacy, and the global Programme Development and Support Section in HQ, and not least with Heads of Programme in Country Offices.  The Regional Programme Unit also takes lead regionally on donor relations, monitoring and evaluation, and other specialist areas as assigned.

 

About the position

The purpose of the Regional Programme Coordinator is to contribute to the effective management of the Regional Programme Unit. The Coordinator will provide day-to-day support to the Regional Programme Advisers, in particular on grant support, administration and run a Helpdesk to respond to queries on Framework Agreements. The Coordinator will be a super user of new initiatives such as Office 365, Workplace, PMIS etc and support regional trainings on PCM and NRC Way 2.   

We are now looking for someone to replace our Regional Programme Coordinator for 10 months, while the person is on leave.

The responsibilities include:

  1. Compliance and adherence to NRC policies, guidance and procedures
  2. Support Regional Programme Advisers with programme support and administration of Grants, including dedicated Grant support of framework agreements (Sida, NMFA, Norad), including BvA, proposals and reporting, and UN agency project documents
  3. Provide Helpdesk support to Country Offices on framework agreements (Sida, NMFA, Norad)
  4. Responsible of the administration and minute-taking of the triannual meetings for dedicated countries
  5. Collate and consolidate the programme components of regional triannual BSC
  6. Lead/co-lead facilitator of NRC Way 2 and PCM on request by Regional Programme Director
  7. Support the Regional Programme Unit with administrative tasks such as drafting of documents and minutes, logging , information editing, correct archiving of key Regional Programme Unit documents in Fokus/or equivalent
  8. Support Regional Programme Advisers to organize programme meetings (RO level)
  9. Provide support with workshop, seminar and event preparations, including arranging rooms/venues, handling bookings, preparing presentations and documents
  10. Responsible to provide support on practical aspects of visits, including setting up visitor’s schedule, accommodation, country visit briefing packs etc.
  11. Be responsible to upload ECHO project documents in APPEL
  12. Be Super User of Office 365 and Fokus/equivalent, and Workplace Champion
  13. Coordinate and develop the set-up of Communities of Practice for integrated programme and durable solution 

 

Our ideal candidate

We are looking for a well-structured human being, who enjoys working with other people and also has:

  • Fluency in English, both written and verbal
  • High level of administration skills and information management experience
  • Excellent ICT skills, including proficiency in Microsoft Office, and ability to work at an advanced level in Excel, PowerPoint, and databases
  • Experience of project cycle management
  • Familiar with key donors rules and regulations 
  • Documented results related to the position’s responsibilities
  • Attention to details and system oriented
  • Knowledge of international humanitarian donor procedures
  • Good understanding of international humanitarian work
  • Good knowledge of NRC Core Competencies and NRC Programme Policy
  • (Good sense of humor)
