OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) Unit (CPI) include assessment, monitoring and evaluation of countries' core capacities for International Health Regulations, coordination with IHR National Focal Points, assessment and monitoring of Member States ‘ preparedness, readiness and core capacity building for humanitarian and public health emergencies, support country capacity building for IHR a involving an all-hazards approach at all three levels of the Organization. The CPI Unit prioritizes support to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:1. Support advocacy, awareness-raising and communications for IHR National Focal Points and other relevant stakeholders.2. Ensure Update of the various IHR relevant databases and disseminate reports, including the IHR NFP database, Roster of experts database.3. Support communications with the staff assigned to the National IHR Focal Point, including but not limited to notification and risk assessment of public health events of potential international concern; and encourage information-sharing on lessons learnt and facilitating the implementation of best practices. 4. Coordinate with the IHR National Focal Points for collecting annual reports on IHR Implementation and compile and disseminate regional report on implementation of IHR. 5. Support country JEE missions and support developing a country profile of core capacities under the IHR following the analyses of the JEE, annual self-assessments, after action review and exercises. 6. Support Countries to develop national plan of action to implement IHR capacities. 7. Support the work of the IHR Regional Assessment Commission, organize annual meetings of the Commission; 8. Perform other related responsibilities, including replacing and/or backstopping.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in any discipline of health science
Desirable\: Master's degree in public health and or training on International Health Regulations and global health security.

Experience

Essential\: At least 5 years experience, including at least 2 years in the UN System, in information management.
Desirable\: Experience and demonstrated understanding of IHR (2005).

Skills

Management skills with ability to manage human and financial resources. Proven organizational and analytical skills, together with excellent interpersonal skills. Capacity to promote and implement collaboration and exchange with partners, toward the implementation of best practices. Proven ability to write technical documents in a clear and concise manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,138 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
