Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Information Management Section
• Programme Development and International Cooperation Section

The Nuclear Security of Materials Outside of Regulatory Control Section is responsible for activities that assist States in establishing and maintaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international legal instruments, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section provides evaluation and assessment services, education and training activities, develops methodologies, and assists in security upgrades relating to nuclear and radioactive material detection and response capabilities. The Section organizes a large number of evaluation missions, training courses and workshops, and convenes technical meetings for methodology development.


Main Purpose

Under the supervision and guidance of the Section Head and the Senior Nuclear Security Officer, the Nuclear Security Officer (Equipment and Instrumentation) provides technical support for procurement, acceptance testing, and delivery and installation of equipment, as well as demonstration and training of front-line officers on the proper use of equipment. The Nuclear Security Officer (Equipment and Instrumentation) is in charge of the storage and the maintenance and sustainability of the IAEA detection equipment pool used for training purposes or during Major Public Events.


Role

The Nuclear Security Officer (Equipment and Instrumentation) acts as 1) a task officer, implementing nuclear security projects related to the application of radiation instruments/techniques for detection and response to criminal and unauthorized acts involving nuclear and other radioactive material and 2) a technical specialist, preparing specifications, supervising and performing the acceptance testing of equipment acquired for donation or loan to Member States, evaluating bids for procurement, and coordinating maintenance activities with the suppliers of equipment, 3) a technical expert on the concept of operations and equipment adaptation, site engineering survey and technical site layout design documentation participating to Coordinated Research Project, 4) a trainer, conducting training activities on operation and maintenance of equipment.


Functions / Key Results Expected

The Nuclear Security Officer (Equipment and Instrumentation) contributes to the programmatic goal to improve global security of nuclear material and other radioactive material, nuclear facilities, locations and transport. To do so, the incumbent supports the Division of Nuclear Security in the implementation of the programme for strengthening Member States' abilities to detect and respond to criminal and unauthorized acts involving nuclear and other radioactive material. In particular\:

• Draft procurement specifications, evaluate bids, develop and implement acceptance test procedures for portable and fixed installed equipment, for equipment purchased by the Division of Nuclear Security for donation purposes.
• Draft site layout design documentation for fixed radiation monitoring equipment
• Ensure timely acceptance testing of acquired equipment, monitor delivery and support installation of equipment.
• Conduct training events on instruments/techniques for combating illicit trafficking in Member States; develop and deliver lecture material for training events on equipment used to detect illicit trafficking activities and for identifying and characterizing any seized material.
• Conduct training events and advices mission to enhance the Nuclear Security Support Center capabilities in maintenance of portable and fixed installed equipment
• Coordinate maintenance activities with the suppliers of equipment and with member States.

Qualifications, Experience and Language skills

  • University (or equivalent) degree in nuclear physics/ Electronic / Instrumental sciences, or relevant experience, and practical training in areas relevant to detecting nuclear and other radioactive material.
  • At least five years of relevant work experience in detection and characterization of nuclear and radioactive materials, preferably related to the combat of illicit trafficking.
  • Experience in\:

    o Evaluating and implementing various types of radiation detection equipment (gamma ray detectors\: scintillation detectors - CsI, NaI, LaBr3, Li-6I, plastic; semiconductor detectors - HPGe, CdZnTe; neutron detectors\: He-3 proportional counters, Li-6I).
    o Gamma ray spectroscopy, particularly isotope identification (both with semiconductor and scintillation detectors).
    o Testing radiation detection equipment, preferably portable and fixed installed monitoring equipment.
    o Developing, refining, and revising specifications and test procedures for radiation detection equipment and site layout design documentation, preferably for equipment related to fixed and mobile radiation monitoring at designated or undesignated point of control.
    o Developing and delivering lectures and presentations regarding radiation detection technologies, preferably related to border monitoring and their uses.
    o Working with calibration and test radioactive sources.
  • Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31705, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
