Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the direct supervision of the Regional Director (RD) for the Middle East and North Africa in Cairo, and in close coordination with the Department of Operations and Emergencies (DOE) Regional Thematic Specialists (RTS) based in Cairo and relevant units at Headquarters (HQs), the successful candidate will be IOM's principal interlocutor with King Salman Centre for Relief and Humanitarian Works (KSC) and UN Specialized Agencies in the country. Core Functions / Responsibilities:

1. Promote IOM’s objectives and priorities through formal and informal contacts with relevant KSC departments, UN agencies based in Saudi Arabia and other interested parties to raise support for IOM’s work.

2. Enhance partnership with KSC at the regional and global level; and facilitate skill exchanges and best practices with the authorities.

3. Provide technical inputs and liaise with KSC on funding project proposals received from IOM Missions.

6. Participate in donor field missions, as required by the KSC.

7. Support the implementation of the Memorandum of Understanding (MOU) signed between IOM and the Human Rights commission of Kingdom of Saudi Arabia on combatting human trafficking, acting as focal point in close collaboration with the relevant colleagues at the Regional Office and project staff as necessary.

8. Identify new project opportunities in close coordination with relevant stakeholders in areas of concern and in regional context, and design fundraising strategies to address such issues. 9. Advance the political and programmatic position of IOM with the relevant institutional counterparts with the aim of supporting the conclusion of a Status Agreement for the Organization in the Kingdom.

10. Advise the Regional Director and relevant units in Headquarters on national and regional migration developments, as well as on government's migration policy and legislative frameworks impacting on IOM's activities and make recommendations or prepare proposals for appropriate action.

11. Prepare briefings and background information requested by the Regional office and HQs, the Government, and other entities.

12. Participate in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms as required.

13. Provide the necessary liaison support with Kingdom of Saudi Arabia’s (KSA’s) relevant authorities in charge of issuing security clearance to humanitarian personnel as well as permissions to Yemen’s ports and airspace for humanitarian operations and to support migrant evacuation.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in project development, implementation, and evaluation;

• Knowledge of migration;

• Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors;

• Previous work experience in the region highly desirable.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Page 2 / 4Desirable Competencies:
