Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Head of Sub-Office in Goma. The successful candidate will be responsible to oversee the emergency response activities (Camp Coordination and Camp Management (CCCM), Shelter/ Non-Food Items (NFI), Protection and Water Sanitation and Hygiene (WASH)) implemented by IOM Democratic Republic of Congo (DRC).

Core Functions / Responsibilities:

1. Plan, supervise and coordinate implementation of all emergency response activities (CCCM, Shelter/NFI, Protection, WASH) in the country in collaboration with relevant IOM units and field staff to ensure efficient and timely implementation of emergency projects in accordance with IOM and global and national cluster standards and guidelines; and promote complementarity and harmonization among all project activities.

2. Assist the IOM DRC mission in developing various strategies regarding the emergency response.

3. Closely monitor projects progress and delivery to ensure it is on track and take corrective action for possible delays, bottlenecks, budget or procedural issues. Page 1 / 44. Closely coordinate with implementing partners, monitor their activities and provide guidance as needed.

5. Responsible for reporting project implementation before submission to the Regional Office for consistency and accuracy and ensure proper information exchange on policy and operational aspects of the projects between IOM, donors and other stakeholders; elaborate general and/or specific information on programme activities as requested by donors/external parties or IOM DRC Mission.

6. Provide regular inputs to donor updates, newsletters, etc. as needed.

7. Represent IOM in relevant coordination forums, including cluster meetings (CCCM, Shelter/NFI, WASH, and Protection), inter-agency and partner meetings. Responsible in providing updates and inputs to the relevant clusters.

8. Ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs, the Red Cross/Red Crescent Movement, other international organizations), as well as with national authorities and local community leaders. 9. In coordination with the information management unit, ensure proper documentation of all emergency response activities implemented in the country, including ensuring all supportive documents for the projects (assessment, beneficiary registration, payment records, etc.) are recorded in relevant IOM databases.

10. Ensure all administrative and financial processes of the emergency projects are done correctly, in a timely manner, and within budgets. Assist with planning and overseeing of procurement and logistics activities for relevant operations.

11. Assisting the Emergency Coordinator in developing Standard Operating Procedures for different activities implemented by IOM Emergency Unit.

12. Build capacity of the emergency response team through a combination of formal training and on-the-job mentoring.

13. Serve as an expert resource in the key areas of emergency response, strengthening coordination; advocating for adherence to humanitarian standards and best practices for both IOM and its implementing partners; and institutional capacity building.

14. Undertake necessary duty travel to various field offices in the country.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Development Studies, Political Science, Civil Engineering, Structural Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in conflict/emergency zones and in working in a risk environment, project management and administrative and financial management with previous experience in CCCM, Shelter, Protection and/or WASH programmes;

• Extensive field experience in programme development, implementation and evaluation; Page 2 / 4• Experience in liaising with governmental authorities and local communities, as well as national and international institutions;

• Experience in one of the organizations of the UN Common System and field experience are a distinct advantage, good knowledge of agency and cluster processes;

• Broad sector knowledge and/or field experience in the areas of community mobilization; familiarity with the region an asset;

• Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.

Languages

Fluency in English and French is required. Working knowledge of a local language is an advantage.

Internationally recruited professional staff are required to be mobile.
