The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Job description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Coordinate process to establish program level M+E systems
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Participate in log frame design during project proposal process to support on indicator formulation
  • Support in standardizing monitoring & evaluation (M+E) across projects
  • Contribute to specific protection risks and needs analyses
  • Contribute to the design in consultation with PAC of protection response to identified risks and needs
  • Support in developing data collection methodology and tools, and in actual data collection, as needed
  • Support in data management and development of clear information flow between program and M+E staff, as needed
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M+E activities and reporting
  • Ensure that monitoring data are reported in a timely manner to relevant program and managerial staff
  • Capacity building and training of program staff on M+E technical and conceptual areas, as needed
  • Support Programmes in new initiatives, should these arise during the employment period
  • Other activities agreed and discussed with the CD, HoP and Programme staff
  • Liaise with peer organizations and M+E staff in partner agencies to facilitate lessons learned and coordination

Qualifications

  • Master’s degree in statistics, economics, demography or another similar field with a quantitative focus
  • Minimum of 3 years’ experience in developing reports and data analyses, as well as overseeing data collection at various levels to ensure accuracy and clarity of data interpretations and definitions
  • Strong background in field research
  • Experience in qualitative and quantitative methods and analysis
  • Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders
  • Strong problem-solving skills, capacity to analyze data, evaluate progress, and recommend necessary recourse for maximizing program progress and impact
  • Experienced user of software packages, including ACCESS, Word, Excel, PowerPoint, and at least one statistical software package (SPSS, STATA, SAS or similar)
  • Strong presentation skills
  • Excellent diplomatic, interpersonal and communication skills
  • Fluency in English
  • Post-graduate certificate in M+E related field such as surveys, sampling, data analysis
  • Experience with field level coordination with UN organisations, INGOs, Donors and authorities
  • Ability to work under pressure, independently and with limited supervision
  • Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results
  • Ability to engage and motivate staff in a challenging program area
  • Good coordination skills
