DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.   

 

 About the job

DRC Middle East Regional Office is hiring for a national HR Officer to replace a staff on maternity leave. We are looking for a young talented professional, who is comfortable working with team members of various backgrounds, who is able to face challenges with positive and supportive attitude.  Overall purpose of the role

To support in the various human resource functions, which include recruitment, performance, development, compensation and benefits, HR administration.

 

Duties and Responsibilities

 Recruitment

  • Coordinate MENA recruitment process for senior positions in country offices, by ensuring that the recruitment is done within specified time limits, in accordance with DRC standards, including appropriate JDs, announcements, interviewing, reference checks, contracting and on-boarding. Train hiring managers on the recruitment processes and make sure that hiring managers are using them.
  • Liaise with line managers to write JDs and Advertisements for all positions
  • Attract applicants by utilising online and print advertising, social media, personal and professional networks, constantly look for alternative ways of attracting right talents. Coordinate ”DRC Jobs” newsletter circulation on weekly basis
  • Monitor and provide monthly recruitment reports and provide recommendations for improvements based upon findings
  • Create and maintain recruitment files for all recruitments
  • Coordinate orientation process and arrivals checklist for all new staff and consultants, inform relevant admin and safety staff to follow-up with on-arrival arrangements related visas, accommodations, safety briefs, etc.
  • Be responsible for timely and accurate request/preparation of appropriate contracts for employees, consultants, volunteers, interns.
  • Maintain and develop further MENA candidates pool, make sure all COs are benefiting from the pool
 
Development
 
  • Support in arranging MENA Regional Induction programme
  • Coordinate and support country offices in the development of orientation packs as per the RO template
  • Train HR teams in MENA region on DRC HR tools and systems
  • Support with implementation of consolidate learning and development plan for 2018 for RO staff
  •  Lead newsletter with L&D activities for all departments and HR
  • Support Regional HR Manager in conducting “Managers training” in all COs and RO
  • Support Regional HR Manager in Capacity Building activities for HR teams in MENA region
  • Support Regional HR Manager with trainings/learning activities on staff care
 
Compensation and benefits
 
  • Support Regional HR Manager in conducting/attending salary and benefits surveys, revising national staff salary scales
  • Advise hiring managers on compensation rates
 
HR Administration
 
  • Maintain personnel files, leave trackers, contract database of all CDs
  • Keep HR tracker for key Country office staff up-to-dated
  • Notify line managers about approaching end dates of contracts for staff
  • Prepare work certificates for staff upon request
 
Other
 
  • Coordinate the MENA secondment project
  • Support Regional HR Manager in the roll-out of International Position Evaluation
  • Travel up to 10% of time to MENA Country offices to provide support in the field
  • Be available as HR surge capacity for country offices when requested
  • Other tasks assigned by Regional HR Manager

 

Qualifications

Experience and technical competencies: (include years of experience)

  • At least 2 years of professional HR work experience
  • Previous work experience in an international organization including work with expatriates
  • Previous experience in recruiting expatriate staff for an international organization is preferred
  • Proven ability to plan long-term, organized priorities and work under administrative and programmatic pressures with detail orientation and professional grace
  • Highly collaborative and able to establish positive working relationships with all stakeholders to maximize cooperation and productivity
  • Strong proficiency in MS Word, Excel, and PowerPoint is required
  • Experience with HRIS
 
Education: (include certificates, licenses etc.)
 
  • Essential qualifications: University degree in Human Resources, Business, Psychology or equivalent preferred qualifications

 

Languages: (indicate fluency level)

  • Fluent in English
  • Fluent in Arabic

We offer

Contract length: 5 - 6 months, replacement for maternity leave.

Level: D for National Staff

Start date: 11th of March, 2018.
